Clueless simply means not to have an idea about certain situations. Some of the major characteristics of clueless people are
* passing the bulk. They are quick to delegate responsibilities to surbodinate, even when it is highly risky to do such.
* they set up committees for everything. Even when you ask them to check the clock.
*they always read prepared speeches. They can't say anything reasonable from their head.

President Obama always knows what he says at every point in time. He knows what the Military are doing in Iraq at every point in time. He is in charge. Example of clueless (see picture)
