You can't hide weapons procurements.
It is required by the UN charter to declare to the UN, weapons bought from the international market.
Infact the nigerian military secretiveness is aiding corruption in the military as funds are embezzled.
Big and powerful countries like US, UK, INDIA do their procurements publicly by inviting firms to a public bidding.
That is how it should be done.
