Do you know that no country of the world has successfully negotiated peace pact with terrorist group? Hold your breathe and put your seat belt, Nigeria is about to achieve that feat.
1. Israel failed with Hamas
2. USA failed with A'qaeda
3. Syria failed with ISIS
4. Iraq failed with ISIL
5. Egypt failed with Muslim brotherhood. etc
Nigeria is about to show the whole world how to negotiate with terrorists.

Don't be deceived by what govts claim. They all try to negotiate with terrorists, but in secret. They claim they don't in order to discourage potential terrorists; to keep their citizens happy and to avoid blackmail.

With regard to your list, Israel negotiates with Hamas all the time. There have exchanged captives several times. Israel has also negotiated with Hezbolah.

The US exchanged 5 prisoners for one of their soldiers captured by the Taliban less than a year ago.

Ever heard of the IRA, the UK govt successfully negotiated with them (even though the IRA once bombed 10 Downing Street). Now the IRA exists no more.

By the way, this is not to say I'm in support of negotiating with boko haram. Just clearing the air with regard to negotiating with terrorists.

Hmmm. Kinda true, as some countries gave them the terrorists tag. In reality though, ETA was more like an armed separatist group.

All your figures are currect but the terrorists persevered after negotiations. Ours involves integrating them back into the society, which would be the first of its kind.
