I guess this happens easily in the North (but also elsewhere) because the soil is impervious with low water retentivity. So the rain pours down, but does not sink in, and moves on the soil surface, causing flooding.

North = desertification, excessive flooding, drought, excessive windiness, erosion
SW = erosion, ocean surge, flooding
SE = erosion, some flooding
SS= flooding, ocean surge

I served in Kano as a youth corper from 2006-2007 and that's how Kano has always been.

I get you now, definitely we can compare the wind in the north to this place. Sorry for misunderstanding you. But there are times the wind that comes along with the rain has remove roofs from houses in Benin. I have seen two instances.
