His kitchen cabinet has nothing to do with the ministerial list. First, stop this tribalism of calling him Fulani or Northerner. He was voted for by every Nigerian, Igbos included. So he answers to all. He appointed whoever he wants in his kitchen cabinet because they are the closest to him hence he can only choose who he trust.
