SERAP should read carefully her statement from her media aid earlier. She did acknowledge it was for development but there can be no development when war is ongoing. Arms for the Nigerian Army is imprtant if they needed arms to win the war then why not provide the money to end the war and development the north. Or perhaps she would have preferred Julius Berger to go the Yobe or Borno to build roads and bridges with the war ongoing and our soldiers to be going to fight with their bare hands.

The problem is from all indication the person who received the money for weapons did not use it all for weapons instead a campaign in going on to smear the former ministers name.

I work in a bank I pay a customer and he uses the money for a crime. The way forward is to harrass me or have the customer arrested?

Seems some people want to waste 4 years or gain cheap popularity by blaming and witch hunting. Okay lets see .

People should stop being sentimental .We all agree you need security. That is not the issue.
The issue is were the funds released in keeping with THE LAW and constitution.

Was there an appropriation by the National Assembly?

Not ONE KOBO can be spent without recourse to budgeting. We know that government approached the National Assembly for a supplementary budget for arms and authority to borrow so why did they not do so on this occasion.
There is no escaping what seems apparent that money was spent without recourse to the assent of the National Assembly and that would be unconstitutional

In my opinion, in the light of the evidence I've seen?
The blame is not on her.

Dasuki should answer. GEJ should answer too.
Except of course, you naturally hate her and want to see her go down.

Good Luck with that.

Whose responsibility was it to ensure due diligence on use of the recovered funds?

It's simply not acceptable to shift blame

She knew what she did was wrong hence her directive to GEJ to ensure accountability isn't compromised by the office of the NSA

why didn't she say that when serap initially asked how abacha's loot was spent ..She didnt even mention that more 30% of the stolen money was spent on security .. She just said they used it on infrastructure that we didn't see ..

If this dasuki case didnt come to light, we probably wouldnt have known about that now ...that's what serap is saying ...

So if funds released to the NSA by NOI for arms and security is looted by elements of that NSA,how is she culpable in the imbroglio? DONSMITH123:
Socio-Economic Rights and Accountability Project (SERAP) has asked former Minister of Finance Ngozi Okonjo Iweala to “apologise to Nigerians for claiming recently that recovered Abacha loot was transparently spent while she knew that $322m (about N63billion) recovered Abacha funds were inappropriately released to finance the fight against Boko Haram.”

SERAP’s statement today followed Mrs Okonjo-Iweala’s confession that she released about $322m to the former National Security Adviser Sambo Dasuki for military operations.

In a statement today by SERAP executive director Adetokunbo Mumuni the organisation said that, “The truth about the spending of Abacha loot is now coming out, and it is clear that Mrs Okonjo-Iweala was wrong to accuse SERAP of bias while she knew that we are simply seeking truth, justice and accountability on the spending of recovered Abacha loot.”

“Mrs Okonjo-Iweala’s approach of ‘no answers, no apology’ on how Abacha loot was spent is doing her reputation more harm than good. We hope that she will take cue from the World Bank (her former employer) when it defined ‘accountability and probity’ as knowing what task has been set, accepting to do it, and going about it with a sense of probity. Probity implying the willingness to self-disclose such information to which a specific stakeholder group has a right as well as tolerance of the scrutiny of such a stakeholder group on information to which they have a right,” the organisation said.

“We therefore urge her to now come out for the sake of millions of Nigerians living in extreme poverty but also of generations as yet unborn and tell Nigerians the whole story about what exactly happened to recovered Abacha loot, as well as publicly apologise for claiming that Abacha loot was transparently spent. She should be willing to be held to account,” the organisation added.

The letter, dated January 20, 2015, which was addressed to former President Goodluck Jonathan, revealed that $322m of Abacha loot was transferred following a January 12, 2015 request by the office of the former National Security Advise Sambo Dasuki for funds for the procurement of arms and ammunition as well as intelligence equipment. The letter reads: “Please find a request by the National Security Adviser (NSA) for the transfer of $300 million and £5.5 million of the recovered Abacha funds to an ONSA [Office of the National Security Adviser] operations account. The NSA has explained that this is to enable the purchase of ammunition, security, and other intelligence equipment for the security agencies in order to enable them fully confront the ongoing Boko Haram threat. His request is sequel to the meeting you chaired with the committee on the use of recovered funds where the decision was made that recovered Abacha funds would be split 50-50 between urgent security needs to confront Boko Haram and development need (including a portion for the Future Generations window of the Sovereign Wealth Fund)”.

It would be recalled that SERAP had raised some questions for Mrs Okonjo-Iweala to answer regarding how Abacha loot was spent.

According to the Bank, ‘Given the weakness of general budget reporting systems at the moment, this decision greatly undermined the opportunity for tracking the returned Abacha funds and analysis of their utilization.’ Nigerians would like Mrs Okonjo-Iweala to explain why this was the case under her watch.”

Very terrible set of jobless individuals.

She specifically said that the first tranche of recovered loot was in 2005/2006 and was monitored by the World Bank.

She also explained that there were funds being expected - $322m and $700m - for which the $322 had been returned and $700 was expected.

She also said that the funds will be treated as "borrowed funds" or spilt "50/50" between security and development needs.

Can't we just say it as it is?

Can't we just say that this is white and this is black?

Why distort reports for cynical purposes?

At the end, the entire effort which is to ensure transparency and improve our lives will just be defeated.

By the time the trial of Dokpesi starts, we'll see how south the case will go.

No, she didn't.
She gave her reasons based on
1. The peculiar nature of inteligence and security.
2. The NSA’s office was to account for the spending to the President who was the Commander in Chief, given the fact that the Minister of Finance is not part of the security architecture and does not participate in the Security Council.

Even in everyday life, sometimes, certain amounts are entrusted in our care for errands which the sender isn't too sure of the nitty gritties.
They ususally do so with a strict reminder in the lines of "When You come Back, You Must Account For This Money O"...
If she didn't talk about accountability at all, that would have been a different ball game.

Again, I insist that Dasuki and co, should be the ones giving the accounts (if they haven't done so already).
