It can happen in companies. Mostly large organisations. Two departments can separately handle these things.

Accounts/Finance - Pays the approved increase
HR/Administration - Officially notifies the employee of such increase. (It appears the HR are late in informing this gentleman)

Anyway.. I congratulate him and wish him all the best
