First thing First, God is in control.

Secondly, each of the Departments are staffs of Dezyns and structures. They handle their departments and decide if they'll be using the Indigenous people or not. my Job is to relay to my Site engineer, who inturn passes it to the Artisans (e.g Carpenters and Masons), whats important from then on is the outcome. The Artisans can decide to bring in People from Lagos and source some more from the Locals or they can decide you use only Lagosians.
