Satellite prisons are actually for inmates of good behaviour who will soon be pardoned. They are usually transferred there from other prisons of higher level towards the end of their jail term.

They allow them go out during the day and they return later in the evening.

It's an open prison for inmates that commits an offence punishable by misdemeanour or other lesser offences, and for those who have less than 3 months to complete their prison term,its built in such way that even if the inmates escapes, it will have lesser effects on the prison system.
