Lagos is a state in Nigeria and not a sovereign state within Nigeria

I am not saying they would all of a sudden stop begging.
They would continue begging but in places where they cannot be evicted, like Kaduna, Kano and Bauchi.
Trying to do it in Lagos would be too expensive and stressful and not as attractive anymore as the forementioned.
