There is no right time for it. when a window closes people will run to the door automatically. Hawkers will not hear of economic empowerment and still wake up to the street. Why would any government start feeding kids to go to school when those that fed themselves to obtain degree couldn't even secure job, monies that should av been vested on capital project that will empower each and individuals to take care of his immediate family.
Politicians were there buying chips, roasted corn when it was election time only to come up with policy that will not build road or improve electricity. Implement good policies and see hawking dissappear into thin air.
NOTE when crime eventually increseas in the state they will have money to buy vans and patrol vehicle for law enforcement agencies.

The policy will lead to a mass exodus of people out of Lagos.

WHY DONT YOU OPEN SKILLS ACQUISTION CENTRES FOR THEM SO THEY CAN BE SKILLFULL EVEN IF THEY CANT HAWK.

It is unconscionable really. When it is campaign time, the politicians will gladly traipse to the roadside with a gaggle of media men and hangers-on, smiling from ear to ear as their picture is taken with a boiled corn or roasted fish seller.
The next day you see their pictures on the front page of newspapers with a mouthful of boiled corn and oil from the roasted fish dripping from their fingers, being lauded as a defender of the common man.

Now that they have been elected, the very same roasted fish seller they happily took pictures with has turned a persona non grata, destined to be unceremoniously bundled off the street, only to be brought back when the next campaign period approaches.

Apparently the existing law banning street trading doesn't operate while campaigns are ongoing.

I don't think lagosians are ready yet for this kind of abrupt change...he could have given them a time frame to get their acts together as well as provide alternative platform for their means of survival.
