so govt must spend 10percent of her scarce forex to gain one refinery as opposed to not spending a dime, and radically ensuring the PIB is signed, which will ensure lots of refineries on different scales(dangote inclusive) in the nearest future!.

No wonder he's(dangote) the only person that can build a refinery when the PIB hasn't been signed, cos he knows indirectly the nnpc and the presidency got his back. Argentina has grazing reserves all over their country,today they are one of the world's largest exporters of diary products with an estimated number of 52 000 000 cows,they actually have more cows than human beings.
If we can eliminate the pointless ethnic sentiments that are getting us nowhere,then we would realise that there is actually nothing wrong with establishing government controlled grazing reserves.
The PIB has been an issue for over a decade now,I don't think we should heap the blame on this administration,moreover,this government has already deregulated the oil sector and promised to passed the PIB in tranches of bills,let us observe the trend instead of complaining baselessly.

How did you arrive at your 40% conservation of forex by Dangote Refinery now ehn?

How you people do your arithmetic is not clear, it's more of fictional assumptions than reality. In reality, Dangote would be buying crude oil in dollars as no IOC will accept naira from him in exchange for oil. Not even Folawiyo Petroleum.

Your assumptions are based on reduction in oil marketers' demand for dollars but completely ignore the reality that Dangote himself would need forex to buy crude for his refinery.

Aside freight cost, it's hard to see how Dangote Refinery will reduce the forex demand by 40%.
Nigeria spends 40% of its forex on importing refined oil,if dangote gets his refinery onstream,then we can conserve that huge chunk for more developmental purchases.Do you now understand?
Moreover,the FG can reach a deal with dangote that enables his refinery to lift crude oil without payment in return for selling petroleum products to Nigeria at an heavily subsidized rate,this would effectively eliminate the consumption of forex.
However,tell me why dangote refinery would buy the crude oil in dollars from an IOC when it is obvious that he is a local refiner?

Viability, security for your investment and a LAW that protects your bizness against arbitrary govt actions. Now if these variables aren't available, you will not invest right? Now the PIB is that law, and it hasn't been passed, thus no sensible investor will throw billions into an enviroment without such laws.
If you were the govt, and hoping to privatise that sector, what would you do? You would first create an enviroment that's attractive for investment by providing security,clear cut statutes defining and guiding operations in that sector. I'm sure you 1st action wouldn't be to give out your scarce forex to one company. Even dangote needs these laws to protect his investment, so another govt doesn't come in to change the rules. I hope this is as elementary as possible for anybody. Even our telecoms sector wouldn't have seen the light if the communications bill establishing NCC wasn't passed . Mtn, econet, glo wouldn't have opened shop.

Saraki Orders Suspension of Work On New PIB

It appears progress on the Petroleum Industry Governance Bill, (“PIGB”) is to be stalled as reports reaching us indicate that the Senate President, Bukola Saraki has ordered the indefinite suspension of further consideration of the bill. According to today’s Vanguard, this order came as a result of mounting opposition from southern lawmakers on the removal of the 10 percent royalty proposed for host oil communities tagged the Petroleum Host Community Fund, (“PHCF”) as captured in the original PIB, from the PIGB. Whilst the North is against the inclusion of the PHCF, the oil producing regions in the Niger Delta are favorably disposed to its inclusion stating that its removal is not in the best interest of their region.
