Almost all federal ministries, departments and agencies have been carrying out illegal mass recruitments, SUNDAY PUNCH gathered on Saturday.

Many government parastatals including the Central Bank of Nigeria, the Nigerian National Petroleum Corporation, the Federal Inland Revenue Service, and the Nigerian Prisons Service, among others have been dogged by recruitment scandals which they have vehemently denied.

A document obtained by our correspondent showed that following a review carried out by the Ministry of Finance, 183 out of 185 MDAs had recruited 13,780 staff in recent years.

Out of this number, 6,917 were recruited without any formal approval; 2,314 were employed by seven universities with governing council approval; only while 4,549 had correctly obtained approval from the Office of the Head of Service and Federal Character Commission.

The review showed that out of the 185 agencies, only the Nigeria Police Force and the Nigerian Army sought approval for their recruitment.

Following this discovery, a report prepared by the panel was forwarded to President Muhammadu Buhari before he travelled to the United Kingdom for medical treatment asking that the MDAs be ordered to follow due process.

It was gathered that the President ordered the Office of Secretary to Government of the Federation to carry out an investigation, while also placing a ban on recruitment without approval.

One of the officials involved in the recruitment told SUNDAY PUNCH that under the pretext of replacing workers that had either resigned or were given the boot, the 183 agencies carried out mass recruitment without following due process.

The official who spoke on condition of anonymity because he wasn’t authorised to speak to the press said, “The worst culprits are universities, hospitals and the Nigerian Prisons Service. One university in Nasarawa recruited 800 people without due process while another hospital hired 200 without approval. Sources in the government told SUNDAY PUNCH that illegal hiring makes it difficult to sanitise the payroll and control personnel cost.

A senior government official said a lot of nepotism was involved and added that the illegal recruitment was one of the reasons there were regional imbalances in employment of civil servants.

“More important, the recruitment is without reference to budgetary provisions, hence leading to the risk of unpaid salaries and the need for virement which increases payroll cost,” the official stated.

Explaining how the illegal recruitment are carried out, the source stated, “For example, if a director who earns N300,000 monthly should retire, the agency will bring in six people at the cost of N50,000 per month which they use in replacement of the retiree. So, they will have six workers that were never needed. They call it replacement and spread these slots to politicians. But it’s killing the civil service. In some cases, the slots are sold in exchange for six months’ pay from those recruited.”

It was further gathered that apart from the probe and ban ordered by Buhari, the President approved that the Budget Office should be more involved in recruiting people to work in the civil service.

The source added, “The SGF and the Head of Civil Service were told to issue circulars on recruitment. The minister of finance also recommended that the procedure should be amended to require a clearance letter from the Director General of the Budget Office to confirm budgetary provision for any planned recruitment.”

I don't know how replacement became a standard practice, and usually considered as being different from employment, in this country. In a discussion, you can hear people talking about "organisation x is not employing but just doing some replacement".

Pray, since we don't have a new agency, ministry, department, or company that springs up every other second to "employ new staff", is it not those positions that the unemployed or those seeking to change job would apply to?

If a government is employing, let everyone try his/her luck. If you strongly feel your children shouldn't be competing with "common people", establish a company and give them all the available positions!

May God help us and guide us to be objective and just in our thoughts, words, and deeds.

It's obvious we'll all be notified via our online portal. All those rejected and having pending submissions no longer have access to their portals. So I would encourage you to just be patient nd less anxious. We really don't know how much they want to take. Happy Sunday

There s someone I knw DT can't access his portal and told me DT DPR has closed d portal but I just checked mine,it opened. Pls among those that had CBT ,did anyone noticed his or her portal closed, pls verify before commentary.

I discussed with a Dpr staff today on the ongoing recruitment. He said and i quote; "It is majorly by merit and by state of origin. if for instance they want to pick 20 candidates for each state, they would pick the best 20 scores and draw the line. so lets continue to pray and hope for the best. i'll check by at the office at kofo abayomi this week". So for those of you who still think its not a competition, you better wake up undecided .its quite unfortunate that some even shared exact questions here. Wish everyone goodluck

Everyone gives info here calling it genuine or claiming he/she/it got it from dpr staff. Am not surprised, such is expected on this kinda page. But let me tell most of us here that being a dpr staff doesn't mean u have access to info regarding this ongoing recruitment exercise. Most of the staffs don't know shit. Very few of them know little, so u gotta know those few before u can accept anything served in ur plate of enquiry. I have met some staffs at the office several times hoping to get some info but eventually, it turned out I was the one that gave them latest info.

As for the results, am not sure scores will be pasted. According to one of the last set of employed, he only got to know where he scored high and woefully during the interview stage coz they brought out everyone's file contained within, your documents, including ur results for review. But who knows, this is CBT unlike the last recruitment exercise.

As for the next stage, pple MIGHT start receiving invites within the next 2weeks. I said 'might' eventhough the official used 'will' coz if anything changes, na me dem go crucify for this thread. And to be candid, anytin fit change. I was told everything about this recruitment must be completed by October this year. And it's going to be another another, but this time around, technical..... To separate men from boys - he said to me teasingly. So go and equip ursef well well in ur area of specialisation ooo.

As for nepotism, that letter from the office of ****....... that has generated heated arguments on various platforms and media is just like 1/100th of such letters. But I was told no one can interfere at this particular stage. Me no believe dat one sha o. What I know is that no one can claim whatever Allah has made mine. To be candid, DPR employs on merit to a large extent. At least, I am certain of the Upstream Division. I know almost everyone there. Most of dem na wetin Yoruba dey call "omo a'tapata dide " someone can help with interpretation. Although, there are few there that could have gotten in via backdoor sha.

So, kill the spirit of pessimism right away, seek for God's favor and mercies, and don't put all ur eggs in one basket. Let's keep applying to other places. After all, most pple working in DPR that I know today got their offer letter while working in another company. Most have even forgotten they applied to DPR. Y'all know that feeling of getting something so gracious when you least expect it. It's the opposite of the feeling of losing out on something you have put all your hopes on. May Allah ease our affairs and bring us glad tidings wherever we expect or least expect

Are you referring to what one studied or what one applied for, I applied for Human Resources Officer GT but what I studied is Geography.. how do they relate.... just asking to be clear on where to prepare from. good morning
