ADC to the president is usually a senior Lt.col who has undergone the junior officers course in Jaji. The highest rank of an ADC to a President is a colonel.A one star general can not be an ADC. So ranks and positions go together in military.
However the c in c can use his discretion to appoint any one from those shortlisted.

The appropriate rank for ADC at the time of appointment is Lt Col. The military will not shortlist an officer of the rank of Col and above for that appointment and the president will be briefed accordingly even if he is not aware of that rule. A senior major can as well be appointed in that capacity. When u said that Obasanjo's ADC was a colonel, u did not state it clearly if he was col or a Lt Col at the time of appointment and if u are to be taken in the context of that statement, it means he was given that appointment when he was a colonel, which is not true.
Finally, Junior Staff Officers Course is for junior officers of the rank of captain and below . A Lt Col is not a junior officer. The course which a senior Lt Col would have attended and be in the list of senior officers awaiting promotion is Senior Staff Course, same Jaji though.
