What is old becomes new again, I've seen old pictures of family members of the 1960's dressed similar to this, the only difference is the leg part wasn't tight like this they were fuller and longer.

The girls made this themselves by buying a pair of pants and cutting them off at the knee then sewing elastic in the knee part to wear on the legs then the upper part of the pants are cut off to become shorts and are sewn to fit. Bell bottom pants were in style back then and that is why the pants were fuller at the bottom.
