It’s kind of tricky, as the minister and NDDC can have very different definition of “outstanding debt”. For instance the last time I was paid was april last year. I’ve not received any payment recently even though my fees is due and nddc received the invoice since last year.
However, I think (based on everyone I know) that everyone who has been owed for about a year has been paid once. There are people whose second or third year fee is also due but haven’t received a second payment.
In the interest of 2017 scholars, I think we should start focusing on release of the new list, so people can start planning towards April or September.

Has any current PhD student (scholar) received a second or final payment? Everyone's been quiet. The MD seems very happy with his 'achievement' and has been touting it on twitter on a frequent basis.

I got the same mail today.
"2017 NDDC Scholarship Bank Information Request".
"2017 NDDC Interview Bank Information Request".

It's legit NDDC mail as it was same for the last interview message.
I think this account details is for
1. Transport re-embursement
2. Tuition Fee for Scholarship if eventually by God's grace one is notified.
