Ideally it should be the chief of defense staff (CDS), but considering our history of military incursion in politics, the office of the chief of army staff COAS has turned out to be the most favoured/cherished by the various C in Cs. These things largely depends on the disposition of the C in C.

Obasanjo as a military man was very confident in himself and so did not bother much about who was COAS, OR CDS. Rather he appointed his long time friend and collegue TY danjuma as minister of defence, in those days the military was firmly under the control of the ministry of defense, understandable so, perhaps many of the army chiefs and generals at the time were perhaps just entering NDA when TY Danjuma, ObJ were already head of state and CDS respectively.

Under Gej Alex badeh as CDS was far more visible and more influential than Lt Minimah even though Minimah was Ijaw, whereas when Oluseyi Petirin was CDS Ihijirika as COAS was more visible and influential. In the current dispensation Buratai is more influential and visible than Olonishakin(CDS). Under Yardua Lt Gen Danbazau(COAS) was more visible/powerful than Paul Dike the then CDS. Nigeria is a very disjointed country without specific structures, our strength is mainly in nepotism and anyhowness.

The Chief of Defence Staff is the highest ranking military officer of the Nigerian Armed Forces. Administratively, the CDS oversee the activities of the COAS, CAS and CNS. But operationally, the CDS is "just there" while the COAS controls the ground troops and the entire Army.

However, CDS only take charge during "joint" operations, which is rare.
Also, though the CDS has Administrative supervision over the COAS, he CANNOT tell the COAS what to do at any given time. Only the C-in-C enjoy such power. All Service Chiefs brief the C-in-C irrespective of their title.

The COAS by virtue of the control he has, is more powerful and influential within the army than the CDS. The COAS is more dangerous too.

Hence, a C-in-C could make anybody CDS but the COAS is usually a TRUSTED general.

It's not true. Secretary of defence in d US is equivalent to minister of defence in Nigeria. It's not d same as chief of defence staff.

The chief of army staff is under the chief of defence staff in hierarchy and so he's responsible for all the activities under the army and he has more responsibilities than the chief of defence staff, you don't expect the chief of defence staff to do the work of chief of army staff, the chief of defence staff coordinates the activities of all the other chief.
