Though the picture alone wont help to arrive at a diagnosis, but from the picture it looks like Psoriasis. It is an Autoimuune dx which can very well be managed. It is flaking with d slivery edges.

If your mum is taking antibiotics and three is no visible improvement, she may have become antibiotics resistant. This would mean whatever she is taking would not work.

Whatever is ailing your mum is both inside and outside. What I mean is, it is not not just the skin infection alone. There is likely an infecrion on the inside as well.

Get the following:

pure, raw apple cider vinegar
Pure, raw, unrefined coconut oil

First your mum needs to detox. Take one teaspoonful of apple cider first thing in the morning before eating. Mix it with a full glass of water. Wait for about 45 minutes to 1 hour before eating. Repeat in the afternoon and evening for 3 days.

After 3 days. Increase the dosage to 1 tablespoonful like above for 3 days. Then Mix one part apple cider with 1 part water. Spray it on the infected parts. Its honna hurt. So if its too strong, you can dilute it further. After spraying the infected part, you can rub down with the coconut oil. Use the coconut oil as a dialy lubricant.

After 7 days increase the apple cider to 2 tablespoonfuls 3 times daily before meals.

If you do this, you should see marked improvements in your mum's condition.

It could be anything, but I'm more inclined to think that it is some form of fungal infection as it looks like the skin is drying up. Take her to a good teaching hospital to see a dermatologist who will run some tests to be sure it's not a systemic infection.

She has complications from her fall.
Only the doctors can sort this out.

If it's not jazz then it's probably Necrosis or Gangrene. Lost my mum to this, started after she fell and injured the leg.
