And considering that there are many more statues in the hero square, so up to #10 billion naira must have been spent in building them!?

My guy, if only you see some government spending, you would be flabbergasted. Contracts run into billions of naira oh. It's sad but true.

We run a wasteful system of government. No checks at all. Governors are not audited by anybody even the Finance minister cannot question a governor's spending of their allocation.
