This are spontenous decisions base on the feelings of the moment. The CBN Governor Emefiele can chose to do the same so also any DG of an independent government agency. This is not a policy scholarship. But a one off award.

I remember Stella Obasanjo using his office of the First Lady to give financial/scholarship award to the best medical student of University of Benin around 2005/2006.
