Most cattles you see in the south are owned by southerners.Universities,farmers and individuals invest in this business.So if not for hypocrisy and ethnic bigotry ,I simply do not understand our fuss about this issue.
Developed countries have farm settlements where cattles are kept and supplied with pasture.same thing i think the FG is trying to do but in a wrong way.The policy should be that if u want to rear your cattle,you must obtain a license,provide a farm settlement and register ur farm manager(or herder) with the local council.What is so difficult in doing this.
