For Chika Okoro and her family, there was no premonition that anything would go wrong that day. On the contrary, celebration was in the air. Her aunt – Eucharia – whose marriage had long been awaited was going to hold the following day. Since her school, the Imo State University, Owerri, had been on forced vacation, as a result of the impasse between the state government and lecturers, she had been in one of her uncle’s houses in Aba. She had also explored the opportunity to extend her industrial training at Star Mills, an Aba-based company. Eucharia’s wedding in Owerri that Saturday would afford Chika the opportunity to travel to home to reunite with her immediate family and members of the larger family, who would come from far and wide to attend the ceremony. She would use the opportunity to pick her flash disk, where she had stored some information that she needed for her final year project in microbiology. Should the school remain closed, she would return to Aba after the wedding and begin work on her project. So on the eve of the wedding, Chika woke up excitedly at about 5 am to prepare for the marriage and the trip from Aba to Owerri. At about 10 am, she called her mum, Thessy, to inform her that she was about to leave Aba for Owerri. The family was expectant. Chika was not only the tallest and fairest member of the family of four children; she was also the most cheerful, always beaming with infectious smiles that others did not have any option than to share in. In fact, her presence in the family was always electrifying. While the two other daughters of the family took after their average height and dark-complexioned mother, Chika took after her paternal grandfather – tall and fair. So the announcement that Chika was coming home was enough to provoke anticipation, especially on the part of the mum, whose husband was far away in Ibadan, where he serves in the Scripture Union and her only son, Obinna, a corps member in Benin, who was attending a national executive committee meeting of the Nigerian Christian Corps Members Fellowship meeting in Jos. Their absence would be compensated this weekend by the presence of Chika and you could bank on her laughter, joy, endless stories and jokes. But by 3 pm, the anticipation had given way to anxiety. Chika was not yet around. The journey, at worst, should not last more than two hours. The situation was made worse by the fact that she could not be reached on her cell phone. Several attempts that were made failed. Something must be amiss, Thessy concluded. She contacted Aba to let them know that Chika had not yet arrived. They confirmed that Chika left for Owerri at about 10 am. “Please find out what has happened to Chika,” she pleaded, “I know she normally takes ITC (Imo Transport Company) busses,” she added. Time was ticking away. At about 6 pm, she got confirmation that an ITC bus was involved in an accident between Owerri and Aba. The tyre of the bus had removed, triggering a somersault that eventually made the vehicle to land in a ditch. Good enough, the Federal Road Safety Corps officials came to the rescue of the victims. Chika was one of the three victims they thought did not sustain any serious injury. Although she was unconscious, there was no visible bleeding. Bad enough, however, while the rest of the victims were rushed to the Federal Medical Centre Owerri, Chika was taken to a nearby Umuowa Cottage Hospital in Ngor Okpalla, near Owerri. When the message came to her mum, she was told Chika was taken to the Ngor Okpalla Cottage Hospital. She quickly left for Ngor Okpalla with her first daughter, Amarachi, an accounting graduate who had just concluded her youth service and a cousin, Ugwumsinachi. At Ngor Okpalla Cottage Hospital, there was no trace of Chika. Then the search was extended to most of the hospitals in Ngor Okpalla. It was at the time they were fainting from the search that somebody mentioned that there was another cottage hospital – the Umuowa Cottage Hospital. Then they rushed to the place and met Chika almost dead at 9.11 pm. In fact, the hospital had given up on Chika. Her body was already covered. And the light in the room she had been put was already switched off. There was no doctor around. The nurse on duty claimed that she gave up at 8.30 pm. She claimed that that the doctor had closed for the day. But Ugwum touched the ankle and found the pulse to be still beating. Besides, the body was still warm. They decided to move her to the town where she could get better medical attention. The nurse refused to release her without the payment of N15, 000. |

Thessy did not have that amount of money. Ugwum could stay with the hospital until the following morning when the debt would be cleared. That did not impress the hospital. All the pleading fell on deaf ears. She had to call her brother, Chidi, in Owerri to bring the money. By the time Chidi arrived to pay the money, it was about 11 pm and Chika was gradually passing away. After the payment of the money, the family was permitted to take Chika. It was not until about 12.30 am that they reached the Federal Medical Centre, Owerri. At the FMC, there was no space. Accident victims that were strong enough were even receiving treatment in the corridor. They referred the case to the General Hospital, Umuguma. By the time they arrived at the General Hospital, it was about 2 am and Chika had given up. The doctor pronounced her dead on arrival. At Mbano, Thessy’s maternal home, where family members had gathered to put finishing touches to the preparations for Eucharia’s wedding, the news of the accident was devastating. The meeting turned into a vigil of prayers, where they battled till about 2 am when they heard that Chika was dead. For Eucharia, the wedding was over. She insisted that she was no longer interested in the wedding. Everybody had to do their best to talk her into rescinding the decision. From the mother of the dead came the shout on the phone, “Eucharia, you will kill me finally if you don’t go ahead with the wedding.” “Why are you all here?” Thessy asked family members who had gathered around her on Saturday morning. “That is Eucharia is saying she was no longer wedding. Please go and stay with her,” she said amidst sobbing. “Now I have washed my hands to crack palm kernel for fowl. When others were dressing well, I decided to train my children. Now, the good thing coming my way is gone. Where is Chika? Where is Chika?” Thessy, who retired as a school principal earlier in the year lamented. Amidst sobbing, the marriage ceremony held. Eucharia, whose face had swollen, summed her experience, “When others wed, they are told congratulations; now my own is sorry or how are you?” Ugwum insisted that some hospitals must have some unwholesome relationship with the FRSC that would make the agency to take accident victims to them even when it was obvious that they lacked the capacity to handle the cases. According to him, while in the search for Chika, he found accident victims in hospitals that had nothing to write home about. When our correspondent contacted the Corps Marshal and Chief Executive of the FRSC, Mr. Osita Chidoka, he said proximity was a very important factor in determining where accident victims were taken to. He said it was the responsibility of hospitals to stabilise the patients and refer them to better hospitals if they lacked the capacity to handle them. He demanded to get the particulars of the case, hinting that the incident could lead the commission to begin the certification of hospitals nationwide. Chidoka said beyond certification, the lack of a comprehensive National Health Insurance Scheme was a major obstacle on the way of accident victims receiving adequate medical attention. According to him, some hospitals do not give adequate care to accident victims until relatives are around to pay or guarantee the payment even when the commission tells them that it was an offence to do so. The FRSC boss added that a comprehensive health insurance with everybody on the scheme would remove that impediment and ensure adequate medical care for victims of road accidents. From: punchng.com |
