But we have to observe good concrete slab treatment of dousing the newly cast decking with water, to aid concrete curing.........

Welcome bro.
You can get boreholes in many parts of Enugu town, but it's not easy to prospect. I have seen people get boreholes at Golf estate, around Abakpa T junction and other places. Cost is about N15m.

Owerri and Enugu have almost same construction costs. I am working in both cities now.
Borehole around T.Junction? Are you referring to that tanker park near MIC?
