Section 155 refers to an insult to a public officer sitting in Judicial proceedings. Similar to the law against contempt of court. Section 96 refers to conspiracy to commit an offence. Can they explain when the governor ever sat as a judicial officer?

When laws which were made to maintain good order are corrupted to serve as tools of oppression, then that is the beginning of the end of any structured society.
