First of all such behavior is inappropriate even if they are siblings.
Secondly the person that took that picture is very much to blame for encouraging perversion among kids.

Parents should be held accountable. First the girl didn't buy those revealing clothes herself, so the mother should be blamed first, then the father for approval. Then of course the photographer for allowing this!
Just imagine leaving those two at home alone.... tomorrow the mother will be first to say "I don't know where these children learned this from"!
