Common sense is not common

It's the police's job and not yours to identify a terrorist and one who's not. It's called Intel. You cannot sit in the comfort of your home to decide how terrorist operation or the rules of engagement. To even thing they decided to take the fight to the police and not the other way is the reason to think the police would get to work to identify them.

Call it what you want but the police should be able to live with the guilt of sending them to hell in the most extrajudicial way than being murdered at work.
