I see no reason why the electronic option shouldn't still be used at least to serve as a checkmate against the manual result. Once the devices get to network areas, they will automatically be able to upload/send result to server. Let it be used as a back up or checkmate against the manual result and they can easily compare results. If you totally discard this electronic means then the old tampering can keep happening

When you upload this data (in this case electoral result) , it sends with or without network but only gets to deliver when the device is taken into an area with network coverage. If the results are going to be transmitted manually, the returning officer still has to get to the INEC office/town which always has network coverage.
