Anambra's Poor IGR: Between Obi And Obiano by wwwihy: 9:25pm On Jan 30, 2022
TO realize his ambition of being the presidential candidate of a political party in the 2019 general elections, the immediate past Anambra State governor, Peter Obi, has been sounding sanctimonious. The sanctimoniousness is most pronounced in the area of management of public resources. The magic of it all is that some Nigerians take him seriously except those of us in Anambra State. He was our governor for eight years, so we know what to believe.

Take his management of Internally Generated Revenue (IGR). Despite being in office when the national economy was booming because crude oil was selling for as much as 147 per barrel and Nigeria was exporting some 2.4 million barrels per day, the Peter Obi administration never announced that it received more than N400 million monthly. Note that this was when states like Cross River which had no important markets or businesses were generating N600 million a month (the manufacturing firms in the Calabar Free Trade Zone don’t pay taxes to the state government).

Immediately Willie Obiano became governor, the Anambra State Government announced that IGR had jumped from a miserable N400 million to an unbelievable N1.3bn per month. Governor Obiano was then emboldened to announce a 15% increase in the salaries of all government employees, including the 7,000 people that Obi employed just as he was departing. Obiano even went a step further to announce that he would increase the salaries across board again if the IGR moved to N2 billion monthly. The IGR was moving above N1.4bn when Nigeria officially entered economic recession. Yet, Anambra’s IGR has not been less than N1.2 billion per month since Governor Obiano took over leadership.

It is no surprise that states like Kogi have been sending high-powered delegations to Anambra State to understudy how Governor Obiano raised internal revenue by over 300% on assumption of office and has been managing the state’s resources most prudently. In terms of rate of development, Lagos is probably the only state which rivals Anambra State, but not in security, agriculture and education, as one analyst observed recently. While the recession has made most states unable to pay salaries, gratuities and pensions, meeting such financial obligations is taken for granted in Anambra State. Economic activity is here at an all-time high, despite the national recession.

It is usual for analysts to ascribe the good economic times in Anambra State to Governor Obiano’s solid academic and professional training in accounting, banking, auditing and general management. After all, he is not only a Fellow of the Institute of Chartered Accountants of Nigeria (ICAN) but also Patron of the Institute. He is also a chartered auditor. True, Obiano’s strong economic and accounting background has been beneficial to Anambra State. But the background alone does not explain why the state’s IGR skyrocketed from a paltry N400m to N1.4 billion monthly no sooner than he took over.

Obiano merely decided to block numerous leakages deliberately put in place in Anambra State’s economic system. He started with IGR. Take management of markets. As everyone knows, Anambra people are born entrepreneurs. Commerce is at the centre of their individual and collective existence. Markets of various sizes are ubiquitous in every city, town, village and hamlet in the state. Like the Jews, the people ingeniously turn every little available space into a market, and before you know it they have become tycoons. Find out how Cosmas Maduka of Coscharis and Chidi Anyaegbu of Chisco Motors began.

I am sorry to report that during the Obi administration, markets, the most important internal source of revenue for the government and people of Anambra State, were toyed with, to put it euphemistically. Peter Obi handed over the markets to his uncle to superintend. The result was that under Governor Obi’s leadership for a whole eight years, the state could not declare more than N400 million as IGR for even a month at a time of economic boom.

It was not just all the markets in Anambra State that Peter Obi handed over to his uncle to superintend. He also handed over to him all the motor parks in the state. As you must have known, NdiAnambra excel in motor transport business. It has been so right from the time of Sir Phillip Odumegwu-Ojukwu, the father of Chukwuemeka Odumegwu-Ojukwu, General of the People’s Army and Patron Saint of the All Progressives Grand Alliance (APGA). Proprietors of Ekene Dili Chukwu, Chisco Motors, The Young Shall Grow Motors, GUO Transport, Eddyson Motors, Izuchukwu Motors, Eekeson Motors, etc, are all from Anambra State. And they all have big parks in the state. There are other numerous parks by those who run smaller transport businesses. Was Peter Obi naïve to make his uncle the person to collect IGR from all markets but also all the motor parks in the state?

Let us cite another example. Ex-governor Obi made a show of how he developed an integrated development scheme called ANIDS, for short. One of the ANIDS success symbols is the Anambra State Transport Company (TRACAS), whose numerous commercial buses and minivans traverse the country daily. The government invested N300 million in TRACAS. But as Obi was leaving office three and a half years ago, TRACAS was declared a private venture and handed over to a private company! ANIDS did not pay even one kobo to the state government for the eight years Obi was our governor! Does anybody still wonder why Anambra’s IGR was never above a mere N400 million during Obi’s leadership?

We have carefully avoided mentioning how the police in Lagos under Marvel Akpoyibo arrested on Sunday, June 1, 2009, an Anambra State Government vehicle with N250 million raw cash at 7 Aerodrome Street in Apapa, the corporate headquarters of Obi’s companies. We have also carefully overlooked the demand for a refund of N7 billion as expenses purportedly incurred on Anambra’s governorship election four years ago, which is the genesis of the current fight between godfather and godson. Godson wonders if there will still be money for workers’ salaries and for building infrastructure, etc, if one person alone receives N7 billion. We have also carefully avoided talking about Obi’s claim last May at a public lecture in Lagos of wearing only one watch for 13 years, only for the media to publish photographs of him wearing several watches in just one year.

It is befuddling how our former governor Obi insists, without any sense of embarrassment, that he is the only living saint in Nigeria and needs only formal canonization in his lifetime. NdiAnambra are no longer amused by such theatricals. Jesus Christ used strong language to refer to the Pharisees because of their hypocrisy, calling them “you brood of vipers” (Matthew 12: 34). Saint Peter Gregory Obi is enjoined to meditate on this biblical line.

Okolie, a sociologist and indigene of Anambra State, is a businessman in Lagos.

Let's not forget where Anambra State was when Ngige picked it and when Obi picked it. Obiano has a privilege others never had... For 2 years plus, Nigige was fighting, Peter Obi fought too... Thanks for sharing that... But that write up is from an ingrate!
If he is writing that he has never seen what Obi did, so be it. Very soon he won't see what Obiano did as well.

If Obi laundered Anambra money, it's a miracle that he's a PDP chieftain yet EFCC has never arrested him... Pandora paper came and has gone. They should take Obi to court... Since 2015 til now, Obi has never gone to any court to defend his financial recklessness...a miracle.
Remember that someone is on EFCC watchlist as we march to March 17...
It's not too far, we'll all be alive to see what happens...

You people should listen to OP no matter how it may blindly pain you.

Obiano has been twice the Governor Peter Obi ever attempted .

Even the IGR is currently at N2.4bn monthly as of 2020.

Pius Anyim for President. Peter Obi should first go and settle with justice. And to think he did nothing with Awkuzu stories.

But I think he is a better man currently, and especially this year; years after leaving office and praying the Rosary in quietness. I think.

May God grant us the best Igbo in 2023. But may nobody with capital ineligibilities get anywhere near that office or even the campaign.

OP to tell you the truth, you didn't lie. Under careful scrutiny Peter Obi may land in prison. Obiano is twice him that I know. Airport and IGR for example.

Anambra IGR increased from 400m to 1.2b:
Obiano built airport
Obiano built 10k capacity ICC.
These were done without borrowing: Good
Now; what is the credit standing of Anambra state?
Where did Obiano invest these borrowing because he didn't borrow to build these two mighty projects?
400m IGR didn't borrow
1.2b IGR borrowed. How? Is it that figures are being cooked?
Please, Obiano is handing over to Soludo. That should worry any of Obiano supporter because Soludo will open papers ooo

N250m Scam: Assembly Clears Obi

Anambra State House of Assembly has cleared the State Governor, Mr. Peter Obi of complicity in alleged money laundering in a N250 Million state fund intercepted by the police in Lagos state recently.
THISDAY recalled that the report of the N250 million found in possession of one of the governor’s aide had thrown up a lot of controversy in society, especially given the governor’s avowed stance in transparency.
However, in adopting the report of the three man committee set up by the Assembly June 2, 2009, to look into the matter and find out what actually transpired, the legislative body noted that the adoption was to enable the recommendation be accepted by the legislature as a working document by the House, pending the time other reports by other relevant government agencies investigating the matter would be out.
Although the adoption of the committee’s report was successful at the end of the day, it was observed that it created a near divided House as some of the members opposed the adoption, while others abstained from the voting exerecise.
According to the report, "the committee found out from the office of the Secretary to the State Government that Ejike Onwusogbulu is the owner of Glitz Introserve Ltd which is a registered company with the State Government".
Part of the report submitted to the House read, “Mr. Speaker, the committee found out from the office of the Accountant General of the State that the State Government have not paid any amount of money whatsoever to either Ejike Onwusogbulu personally or to Glitz Introserve Ltd or Autozone Motors Global Ltd. (See attached a copy of the reply from the office of the Accountant General p. 35). The Accountant General appeared personally before the committee”.“The committee on reply from the Heads of Local Government Administrations of the State and after conducting oral interview with them one after the other discovered that all the Heads of Local Government Administration, through their secretariat in the office of the Honourable Commissioner for Local Government and Chieftaincy Matters, agreed to purchase 21 units of Kia Optima Cars for their respective offices in the 21 LGA’s of Anambra state and 21 units of Ford Ranger 4x4 Pick Up Van for the police in the 21 Local Government Areas of the state to beef up security in the state.
“The Heads of Local Government Administration in all the Local Governments agreed through selective tender to award the contract to Autozone Motors Global Ltd and Glitz Introserve Ltd.
The committee discovered that the contract sum for the purchase and supply of the aforementioned vehicles were N4,850,000 per unit for the FORD Ranger 4x4 Pick Up Van and N3,700,000 per unit for the Kia Optima Cars (See attached copies of the Contract Agreement executed jointly by the Heads of LGA’s and the Contracts for Tender P. 43-66). The total contract sum is N179,550,000. There is an Advance payment Guarantee from Fidelity Bank in respect of the contract (See attached copies). There is also a letter of Domiciliation of the above amount from one Stephaine Keri Uzo JP of office of the Honourable Commissioner, Ministry of Local Government and Chieftaincy Matters, to the Branch Manager Fidelity Bank Plc, N0 7 Zik Avenue Awka. (A copy is attached).
“The committee found out that all the Local Governments raised payment vouchers and subsequently issued cheques in respect of the above contracts. The cheques are yet to be paid to the contractor though deposited with the Bank where the total sum of contract is Domiciled i.e Fidelity Bank PLC of N0. 7 Ziks Avenue , Awka.
“It was also discovered by the committee from Ejike Onwusogbulu that the amount that intercepted by the police in Lagos was N255,000,000.00 (Two Hundred and Fifty Five Million Naira) and not N250,000,000.00 (Two Hundred and Fifty Million). The money from investigation ws an overdraft facility withdrawn by Ejike Onwusogbulu from Fidelity Bank Plc, N0 7 Ziks Avenue Awka on Thursday 28 May 2009. (see document of the overdraft facility attached P. 70-74).
“The committee found out from Ejike Onwusogbulu that he withdrew the money for the purposes of Direct Purchase of the contracted vehicles from Dealers in Lagos who are more inclined to cash and carry transaction.
The committee discovered that the said money withdrawn by Ejike Onwusogbulu ie N255,000,000.00 (Two Hundred and Fifty Five Million Naira) was the money intercepted by the Police in Lagos . The Governor corroborated the fact that Ejike Onwusogbulu was the owner of the money and that the said vehicles intercepted with the money were his going for routine servicing in Lagos and that he was aware that the contractor gave the money to his driver.
“It is the recommendation of the committee that as the police and the EFCC are yet to come out with any report, this report should be accepted as a working document pending when investigation report of the police and EFCC are sent to the committee for the committee to fully report to the House”, the report added.

If you are looting but doing some real progressive work that people can attest to, your looting may not really count against you.

That's what some of these useless politicians in office may never realize.

They loot and loot and keep looting until they find another opportunity to start looting all over again without making any effort to provide their people with the necessary basic amenities.

OP do not label a dog a bad name in order to hang it. Did you not read recently that incoming Gov Soludo asked the so called revenue collectors - who line their pockets with money daily under your present Gov Obiano - to keep having their field day until March 17th when he will be inaugurated? How does that not sound to you like revenue loss under your sanctimonious Obiano? Until he started to play to the gallery with the airport, please tell us the state of roads under Obiano. Is he not the same person accused of permanently residing in the USA with his wife, leaving the running of the state? Why not tell us how much was left in the reserve by Peter Obi for Obiano?

Bros please leave Peter Obi alone. Aside from the short term of Ngige that opened the eyes of Anambra people to misgovernance, Peter Obi laid the foundation for a better Anambra state that you all enjoy today. He moved Anambra state to massive heights.

Carry this your story park for one side. If this is designed to put a stain on his desire to run for presidency then you have failed.
