Then why can't Sub Sahara African countries experience societal revolution. A simple going out to protest to force the government to increase education budgetary allocation cannot be done. To just sit down look as the people in government do as they like.

Tinubu promised to increase budgetary allocation to education if elected as president. Meaning it is possible to increase budgetary allocation to education, Buhari simply choose not to do it because he doesn't care about Nigeria's education sector.
