Reps to probe Obasanjo’s private refineries’ deal

FORMER President Olusegun Obasanjo is on the spot.
Less than 24 hours after the National Assembly manipulated him in the 'prodigal' sale of some Federal Government properties while he was president between 2002 and 2004, the House of Representatives yesterday vowed to investigate the circumstances surrounding how he gave licences to some individuals to operate oil refineries.

Between that period, the Obasanjo administration gave licences to 26 groups and individuals to commence crude oil processing in the country, none of which could take off till date.

It is believed that associates and allies of the former president were among those who got the licences which members of the House of Representatives lamented had not helped the country.
The licences were given to Clean Waters Refinery, Ilaje Refinery, NSP Refinery and Oils Services, Ode Ade Refinery, Tonwei Refinery, The Chasewood Consortium, Starex Petroleum Refinery, Orient Petroleum Resources, Niger/Delta Refinery and Akwa Ibom Refinery and Petrochemicals.

Others are Badagry Petroleum Refinery, Niger Delta Refinery and Petrochemicals, Owena Oil and Gas, Rivgas Petroleum and Energy, Sapele Petroleum, Southland Associates, South West Refineries and Petrochemicals, Starex Petroleum Refinery, Towel Refinery, Total Support Refineries and Union Atlantic Petroleum.

The lawmakers want to know why the companies, which were expected to commence construction within two years and full refining operations in four years, are yet to take off,  even though their owners continue to enjoy tax holiday and import duty wavers from the Federal Government on some of their equipment.

The lawmakers expressed worry over the whopping sum the Federal Government, as a result, is still spending annually on subsidy on refined products being imported into the country.

Nigeria, according to them, is currently spending not less than N1.256 trillion on importation of petroleum products for domestic consumption, also put at 18.72 per cent capacity.

Leading debate on the motion which was sponsored by 25 lawmakers yesterday, Rose Oko raised concerns that the poor state of the nation’s four refineries in Warri, Port Harcourt and Kaduna have failed to meet the estimated daily demand for petroleum products among Nigerians currently put at 30 million litres of petrol (PMS), 12 million litres of Dual Purpose Kerosene (DPK), 18 million litres of (AGO) and 780 metrics tonnes of (1.4) million litres of LPG.

The lawmakers went further to express regrets on how the entire four refineries which gulp billions of naira during Obasanjo's tenure amounted to colossal waste.

The four refineries now merely have production capacity of 445,000 barrels per day; a figure that can  only meet 17 per  cent of the entire domestic demand.

The motion, which enjoyed robust support from members, is demanding to know all processes that led to the granting of the 26 refineries, a development that some of them said smacks of favouritism to certain individuals but prevented established investors in the sector from taking part.

While faulting the entire process, they concluded that if none of these private refineries can work nine years after, it means that the initial licences were granted to the wrong set of people who may either have little or no experience in the sector or procured such for money-making motive.
The House before it adjourned yesterday, however, threw its weight behind the issues raised and mandated its standing Committee on Petroleum Resources, (Downstream)  to commence a full investigation into all allegations and report back to it within four weeks.

The House also mandated the committee to scrutinise the delays in completion of construction works and commencement of refineries.

You give tickets to a dance and the guests don't show up and you pursue them to collect your dancing shoes. Is that important. What will it solve. If they can't come up with the goods dump them.

Funny law men. How about tackling the pressing matters that will support the establishment of a virile oil industry like the PIB under their noses and starting the process that will get the government the hell out of the oil business by shutting down NNPC. Then and only then can the private sector compete fairly and build refineries under a petroleum pricing regime acceptable to Nigerians through the DPR.

Government has no business building refineries, selling petrol or forcing anybody to build and run refineries at a loss.

Privatise petroleum or no to subsidy removal.

I watched okonjo iweala getting grilled by the senate. She was asked to forward the audit report on the proposed private refineries and could u believe she was saying that before she forwards it, she has to know what is contained in it. So she didn't know what was in it, what has she been doing all this frigging time.

I always get the feeling that our legislators are a bunch of idiots! Probe this, probe that!! I was reading the article to find out if the probe was to identify problems and resolve them. No, the the probe is to establish whether Obasanjo's friends got licenses.

Instead of looking at the reasons why the licensees could not commence operation, and resolving those issues they want to start another meaningless probe just to play to the gallery! After all Nigerians love probes!! Anybody can probe. Very few can come up with solutions.

If you've got a problem with the way Obasanjo Government awarded licences, why not get the appropriate government agency to revoke the licenses and grant new ones and see whether they will be able to commence operation? They think those 26 refineries will bear licensing costs if they have no intention of starting operation. Which bank will back an economically unviable refinery with billions?

They are not talking about putting in place appropriate climate that will make private refineries economically viable in Nigeria, they are talking about allocating legislative budget another meaningless probe! Dickheads!!

That being said, why should th eindustry be privatised? So it can be abused? you dont thimk we've suffered enough rapage? It's the governments responsibility to provide energy, I dont understand why it should be pushed away knowing very well we will never get value for money! if anything let the government initiate the process iron out the knooks and crannies and take full risks! that way they can control the industry even if eventually privatised and avoid the people paying extortionate amounts for fuel! as for now abeg please no put mouth on privatasion matter. did obj not issue all those licenses? what have we now?
and out of curiosity what was there to gain from obtaining a license? do they get paid or summin?
