Certain offices in ANy land are regarded as dignified whether the occupant has dignity or not. also All holders of such offices, because of the fact that they superintend over several other serious minded people, are expected to portray certain characteristics which include, honour, gravity and properness.
Wearing a gown that'll be exquisitely appropriate for a night party to sign a document of national importance does not show that that occupant has any of those characteristics, or even the most basic of all, common sense!
