The parents should be more concern with the quality of his character and intelligence. Appearance is modifiable and shouldn't be a big issue however changing someone's identity isn't being honest.

I see nothing wrong with his locs, but tidy up wouldn't hurt. It is not your look they are protesting, they may have other men in mind for their daughter.
