no he wasnt, he needed to ask such so he could also be granted a parachute, and upon jumping off may be supposed for a passenger.
However, he is eventually silly because, smart government officials would be waiting on ground for him foolish enough to take the gold along with him. Also i believe the pilot would alert securities as soon as he jumped off.
