The 2004 Iraq war was by a multi country coalition (yes, led by America). Of course the Americans soon realized that internal strife (Sunni - Shia conflict) was much bigger than they could handle. Iraq continues to receive American aid ($400 million annually).
Afghanistan government failed …. The Taliban took over and Trump negotiated the withdrawal with the Taliban. Taliban is what the majority of the Talibans want anyway - they are probably fed up with the corruption of their previous government. Afghanistan too continues to receive massive aid from USA.
Nigeria too receives $500 million annually from USA as aid.

This is a legal judgement in the international courts which may lead to a legal prohibition of doing business with Russia. I am not familiar with the process, yet the outcome would be something like legally closing ports, businesses, trade with Russia because they are a "terrorist" like State. Through legal means. So even countries doing business with Russia could be held accountable for business with "terrorists". And this i believe allows Ukraine to go after Russian assets as well. So the 300b (Russia's) being held now could be legally used to rebuild Ukraine. Also going after state property around the world, and the peoples assets who were responsible. Second, by giving these aids, the United States can promote global peace as much as possible because it is in the best interest of the American economy. That is why they are scared of a nuclear war.

It also helps them build allies. The United States is good at building bridges for the best interest of the American people.

So, America gives very little in foreign aids, but reaps tenfolds in return.

Russia gives foreign aids too, but bilaterally via World Bank, and other such organizations.
