If there are 100 people in Lagos state and A group make up 45%, while B group make up 65%. Then if you want to take out those that are 18+ years old, you'll still arrive at 45% from A and 65% from B in a population mix. That's how it is.

I don't know if you get the simple logic. The point of argument could be that Igbos may not vote commensurate with their population strength.

If you read that report,the reason Igbo gave isn't sentimental one.one of the reasons is that,"that APC government did neglect parts of lagos they are,with a manner that suggests it was a delibrate act".you must note that,should lagos develop,its still belongs to Yorubas,and hence,you can't tag people who are craving for even development of lagos,as sentimental people.even if they are,they owe you no apology.
As for dividing Nigeria,ask your fathers why they forced Biafra back to Nigeria,by cowardly bombing and attacking pregnant women and children.
