From the verses you gave, Paul was definitely referring to the beginning of time on earth. Time is not a thing God can put on a table, God is time itself, HIS existence sprang time into existence. His infinite state is what makes Him limitless in wisdom and power. Except you can tell me how God could have existed in the absence of time?

Jesus told the religion Pharisees "thus invalidating the word of God by your tradition [religion] which you have handed down; and you do many things such as that." (Mark 7:13)

God is not like humans the will create only things they they can manipulate and control (this is the reason humans fear that robot will one day become uncontrollable and will destroy or enslave them).
Humans fear what they can't control but God create human and gave them free will therefore humans are to be blame for their actions.
