I think elders from those two regions need to talk to these criminal youths, carrying arms against the nation is not the way to go. There is no way there at all, you can't defeat the soldiers unless the president gives order to them to exercise restraints.
But who are their elders? They have all been bullied, harrassed and intimidated into quietness.
