What law Av u cited so far? Better still, what law did Kachikwu cite in his letter as against the laws NNPC cited in their response?

I have cited the NNPC and BPP acts which validates Kachikwu's concerns on the approved contracts, if you know any law that supersedes what I have cited bring it on.

When contacted, Mr Kachikwu’s spokesman, Idang Alibi, confirmed that only the NNPC Tenders Board not NNPC Board chaired by his boss, has the authority to award contracts.

Asked to further explain whether his boss was present at the Federal Executive Council meeting where the $26billion contract was approved, Mr Alibi declined comment, requesting that the questions be mailed to him.

He however did not provide the email address where DAILY NIGERIAN can send him the inquiries.

When due process is ignored then there could be something fishy. Remember Jonathan approved money to Dansuki without following due process and that is why we have Dansukigate now.

In my opinion, when buhari handed over and Osinbajo assumed the office of the acting president, Buhari still retained his portfolio as minister of petroleum. So, in the absence of the minister of petroleum, the minister of state should act in that capacity.

Cleverly, the answer to your question is also what i am seeking. Was there a FEC approval for the contracts? Who presented the memo to FEC on behalf of NNPC? Do you think FEC can approve contracts for NNPC without the knowledge of Kachikwu, a member of FEC? He even clearly wrote in his leaked memo that there was no FEC approval.

Finally, why can't Laolu Akande state clearly in this press statement that FEC approved the contract instead of Osinbajo? Is Osinbajo FEC?

You see why should be careful, on what we feed the Public! Kachikwu Never Mentioned FEC in his letter, you can go and read it again! He only complained of being sidelined.

This issue is dead in my opinion Baru out flanked Kachikwu regarding contracts. He has law, legal precedent, Buhari and Osinbajo both vouching for him. Im just surprised these so called educated people are saying the miney is missing. The letter said it was awarding without due process. The is much more to answer besides those appointments if he hadn't already.
There is always a motive behind any illegal activity and the product of such action is fraud. How can one award contracts of such magnitude without due process and you think there was no sinister motive behind that? How can you know one is educated when you cannot even rationalize simple institutional provisions? What Osibanjo did is unconstitutional and I'll not exonerate him for that as the action is fraudulent, unbecoming of someone of his caliber. The question now is, who approved the remaining #8.36 trillion naira.

Good now answer this poser if those contracts passed through FEC how come Kachikwu doesn't know about, if it passed through FEC why didn't NNPC/Baru atleast mention it in their response to Kachikwu, if you people are OK with corruption let's just say so, enough of the silly lies.

Being carried along is different from being aware of something....that it was presented to the FEC, didnt amount to Kachikwu being carried along..they just sidelined him with due process.

Then your second question, baru expressively mentioned the contract being passed through the FEC in his rebuttal and i reproduce below:

Typical NNPC Contracting Process

1. Approval of project proposal and contracting strategy by NTB.

2. Placement of adverts for expression of interest in electronic and print media.

3. Soliciting for tender (Technical and Commercial)

4. Tender evaluation

5. Tender approval by NTB for contracts within its threshold; otherwise

6. Obtain BPP certificate of no objection before presentation to FEC.

7. Present to FEC for approval.

All Contracts in NNPC follow the above procedure.

Story needs details but hey due process was followed. The rest of the contract approvalso need to be accounted for. The FEC hasn't come out to deny anything at this point.

Akande said Osinbajo approved the recommendations for the contracts as part of necessary actions to deal with the backlog of unpaid cash calls and incentivise investments.

He added that the approval was given after due diligence and adherence to established procedure.

He said Osinbajo approved the contract in his capacity as the Acting President when President Muhammadu Buhari was away on medical vacation.
