No it cannot be paid with card for Nigeria. Find someone abroad to do it at western union office

You really do not want to do that as they already have the information you turned in on their database. At this point it depends on the answer you give for the next interview and on the mood of the VO. Also let there be a good time frame between the time yoiu went for the previous interview and the one on which you intend on going. Lastly, let there be a change on your ds160 or whatever visa form you filled.

How true is it that one can be denied visa is the VO gets to know you have someone in the U.S

Having or not having relative in USA is not a criteria, just prove you're a genieu student and let the VO understand you're coming back home after your study

Hello House, Its been a while here. I sincerely need your advice on my issue, not minding any criticism. After much researching and taking advice from a brother (femi321). I have taken GRE amidst all difficulties and little or no time to study harder. I need to know if I have a chance of getting admission with funding (and possible suggested schools), though already preparing to send mails to grad coord. of some schools using schools list on msinus.com with the low GRE scores, I just need some advice considering the short time I have to start applications. Meanwhile, I do not intend to write another GRE, as the chance of being able to fully prepare for GRE again is too slim. My Profile below;

GRE Score: 297 (Q147, V150) as seen on the screen after the exam, waiting for AWA
MSc Civil & Environmental (Structures, Unilag): 4.48/5.00
BTech Civil Engr'g : 4.16/5.00
TOEFL: writing on 16th December
7 years work experience
Have 2 Kids (LOL)

I intend going for a PhD in Civil Engineering (Structures)
I will appeciate any kind suggestions here my people, will also like to know if there is hope or I just forget about it since I dont intend to re-write GRE.

Let me see if I av learnt something here by answering u with this, tell the VO how many credits u need to complete to get the MSC degree, how many years to complete the degree , state few or all the courses as the case may be that u will be required to take, the VO might cut u off and u may not be able to state all the courses required for your MSC, above all be confident. I hope am making sense with this.

Sorry about the score sir, Life truly isn't easy. To be Honest, very few schools will be willing to overlook your poor GRE score, and excellent GPA. Your GPA is Super OK, I'm assuming you have at least one publishable/published thesis from your MSc. , so the missing piece here is the GRE. If it wouldn't be too much to ask, I suugest you write another GRE, this time with at least a 6 month Gap, and look towards fall 2019. Between Now and fall 2019, waka go http://libgen.io and begin to scour through civil engineering journals free of charge (its not legal, but hey you're in Nigeria), find papers that interest you, read them and mail the professors back stating interest in their work (please let the mail be individual specific, do not mass mail). You can begin building rapport with the few professors who are kind enough to reply and inform them of your plans to come under their supervision for a PhD. If you can hit at least >305 in your next GRE, coupled with an assured Professor of interest in mid tier schools, there's a high chance of cruising to a fully funded PhD.
EDIT: I'll implore scholastica16 to come give GRE score boosting advice.
EDIT2: if you insist very much on not rewriting the GRE, then you can turn the sail of your ship towards Europe, since you already have a masters, though funding is a big problem in Europe.
Finally, if and only if you have at least two published papers in good journals, there are some schools willing to push aside GRE, although they may not be very great ones.

Nobody can predict chances oo. I always see that comment

Funding/free money will always be competitive and it has to be justifiable to the sponsor that this is a top candidate. Dont forget this funding is sortafter not only by Nigerians but globally

So let me tell you the honest truth
No short cut around that... you can try and pray that your gpa might buffer the score but truly Even in some cases admission is hard for phd with that score how much more with funding

Face it. Your gre quant score is too low. You would struggle to get a school at all. Seeking for funding? That would be the joke of the century. It amazes me how you say you have no time to study for an exam on which a huge part of your future depends.

First and foremost, this GRE score may only get you into a tier 3 university (funding is not guaranteed),it will be a miracle to get you otherwise. its not really worth it to do PHD in a tier 3 university since phd is research intensive. you don't want to finish PHD after 3-4years of hard labor and labor again to get job. Like we always say, some schools will make getting jobs easy while some, you will have to hustle your way to get it. Some schools will bring the job to you, all you have to do is proof yourself while some you will go out there to get it and also proof yourself. In a nutshell, had it been you had your masters in the US, this GRE score wont be a problem but since you didn't, it will be hard to get an admission with this GRE score not to talk of funding since 90% of the schools wont admit a self funded student.I know someone who got admitted with lesser GRE for Transportation Engineering at university of Virginia, that is to say there are exception due to recommendation and networking. I know you don't want to hear this but I will still say it, go and re-write GRE and shoot for above 310 this time. Plan for fall 2019, US wont run away.Right now funding is harder than ever to come by due to cut in research funding by the US government. However, there is still funding if you research on schools well, nothing is impossible if you set your mind at it. If you want to consider Europe, weight all the pros and cons because language is a barrier in most European country and funding is not easy to come by. Also consider the immigration law since most wont allow you to stay after your studies, even at that, are there jobs there? That is another big question you need to answer.

what is your plan of study at the school or what is your study's plan?

The best way to answer the question is to tell the VO exactly what your study plan is. How would you not know?
