I doubt you can ever get it, government ran 2016 budget before the passage of 2017 budget. Yes a project captured from 2016 and funded from 2016 budget even if it is executed in 2017 is still considered a 2016 project as long as it is being funded from 2016 budget.

Are you serious?

Is that what you understand by roll-over?

You are finding an escape route in project overlap.

There's no where they spoke about execution overlapping to 2017.

They wanted to know the fate of the rolled-over projects from 2016 appropriation.

It means that some project in 2016 budget were not executed in 2016 fiscal year due to non-release/lack of funds.

By law, capital budget not expended at the expiration of a fiscal year is returned back to the treasury.

These projects are then inserted (re-appropriated) into 2017 budget when it is assumed funds would be made available.

Besides...

Are you saying that projects captured in 2016 appropriation and funded in 2016 are being executed in October 2017 even when your boss claimed that 2017 releases were made in August 2017?

And the second tranche of 2017 releases were made in October 2017. https://www.thisdaylive.com/index.php/2017/10/03/fg-set-to-release-second-tranche-of-capital-budget/

What?

https://www.nairaland.com/4153967/photos-ongoing-road-rehabilitation-federal

Are the projects being inspected in the widely publicized tread above funded in 2016 when two tranches of 2017 releases have been made as at the time the tread was splashed all over the internet?

Senator Barnabas Gemade had asked why the ministry (Works ) had zero performance of capital projects in 2017.

The minister , however , blamed it on the late passage of the 2017 budget .

Fashola said , “ The 2017 budget was passed in June. The procurement law requires a procurement plan which took till September. In following this law, the first release was in August. Most of the projects were going through procurement formalities such as tax identity , contract terms , even construction companies went on holidays . So , there were so many things.”

Chairman of the committee , Senator Kabiru Gaya , then asked about the amount of projects that were not procured in 2017 since there was a rollover of projects from 2016.

Fashola was unable to respond to the question , stating that even the Director of Planning in the ministry could not give a definite answer. He , however , pleaded with the committee to bring a detailed report later .

Will you shut ya mouth there, clown.

You are the ignoramus here and not the person you are quoting. The link talked about money released FOR the first quarter OF 2017 and not money released DURING the first quarter of 2017. The time of the apparent "release" could have been towards the tail end of the year or at any time but it was for the first quarter of 2017.

And then you had the temerity to ask us to blame "legislative inactivity" as you put it for the abysmal performance of the 2017 budget. When will you guys realise that you fool no one. That this is the President's administration and that he has failed on so many grounds including in the performance of budgets since he came into power. Time for him to man up and take Responsibility for his adminstration for once.

Until we see the truth and kiss it, our journey will remain unwinding and unfathomable.

You seem not to know the difference between a budget year and a calendar year, poor you!!

When you cannot comprehend you call it govt lie when in fact you simply don't understand basic information being passed to you. The links you posted talks about the 1st quarter of 2017, meaning the budget of 2016 was in play as 2017 budget was not passed till June 2017 and FG cannot spend capital provisions of an un-passed 2017 budget. If you are going to criticize govt atleast have the intellect tondo so and not the hatred to criticize. It is sad rather than focus on legislative inaction that scuttled 2017 budget. You can spend your life on the internet making uninformed comments to garner likes from your likes, but at the end you will still end up uninformed.
God bless you, educate the dullards up there please. Fashola is trying his best i am very sure, there are just too many conditions to satisfy which are beyond his powers. if only we can wake up and challenge those at fault.

or was it the usual lies?

government of lies, for the liars & the lied to...

Even if I don't know of any on going project, I know that the Lagos-Ibadan expressway has been in speedy construction since Buhari/Fashola came in. The rod which Obasanjo/Yar'Adua/Jonascam could not do for 16 years, Buhari/Fashola are almost finishing it.

Another uninformed critique of Buhari seeking likes desperately from fellow ignoramus. So it is the executive that passes budget? Please educate yourself self first on basic matters of understanding the roles of the executive and legislative rather than disgracefully showcasing your ignorance. cool

Are your normal?

What are you trying to say?

Did they just recruit/release you from somewhere?

Did you finish basic school?

Where did you see new projects being the subject of discussion?

Is new project the same thing as capital project?

Do you know what they mean?

Must a capital project always be new project?

Did you see where Fashola said funds were released in August 2017?

Do they do procurement formalities, tax ID check and contract terms for old projects that have gone through the same process before the contracts were awarded in the first place?

Obviously, the man was talking about new capital projects, this is common sense, read, comprehend and use your brain sometimes before the embarrassing yourself on the internet.

And even if you are talking about no old capital projects in general, you are still wrong because Lagos Ibadan Express is a capital project and it is ongoing like many all over Nigeria.

the Minister of Finance clearly states that N90b was released to Works FROM the 2017 budget...

Fashola says he had no money in 2017 for Works...

what reasonable beings should be asking is for Adeosun to clarify the matter.

if for any reason projects could not be executed in 2017, have the funds be returned to the coffers of the FG?

if not, where are the funds?

simple straightforward matter, but some borderline lunatics rather twist the whole matter just to defend what obviously requires clarification...

He said the budget was approved in the middle of 2017 and much have to be done by law before contracts get of the ground.

Budgets are not approved in January or at the beginning of the year, they are debated and and politics, tribalism and incompetence across the board delays budgets.

This was nothing to do with the finance minister, you should be asking the house if assembly because it is not fashola's job or the job of the finance minister to pass budgets and make funds available for use. If budgets are not passed till the end of the years, then fashola can not so anything and the finance minister can not release any money.
