At the point where people were starvung here are options he knew but abandoned

1. call for a halt and suspension of attacks and return to negotiation table
2. call for a truce and immediate return of Biafra to the Nigerian sovereingty
3. surrender himself and the Biafran Army.

Red Cross was getting enough food to the region while the blockade policy was in effect.This was not a starvation policy, Ojukwu and his officers were solely responsible for these starvations. The security issue in Maiduguri is clearly not secession. We have responsible citizens in the midst of fanatics so we have to separate the apples from oranges.
