Delta State Movement Indicts Governor Uduaghan For Siphoning N1.5 Trillion In Public Funds, Declares State-Wide Rescue Mission

Calling Delta State governor Dr. Emmanuel Uduaghan a “monumental failure,” and a “rogue,” a group called the Movement for the Protection of the Rights of Deltans (MPROD), said in a public petition that Deltans across the State’s three Senatorial Zones and ethnic nationalities have resolved to rescue the State from the governor, whom they accuse of squandering N1.5 trillion in the past five years.

Even Uduaghan’s commissioners, except two, MPROD says in the petition, HOW UDUAGHAN IS MORTGAGING THE FUTURE OF DELTANS Part 1, a copy of which was sent to SaharaReporters, are behind the decision.

“Deltans have resolved to rise up, rescue the state and carry out a resolution akin to Arab Spring in Egypt and Libya where tyrants and rogues stole their countries blind,” the complaint says.

“Uduaghan’s Commissioners are all behind this resolution except TWO- Special Infrastructure and Transport–and in our next expose, we shall explain why they both opted out of the Movement to Free Delta State and save Deltans from the hands of the rogue Governor.”

The petition alleges that the governor has squandered about N1.5 trillion since he took over from his predecessor in 2007.

“The startling and mind-bungling revelations from sources within the ministries of Economic Planning, Budget and Finance, is that Uduaghan has received N1.5 trillion in the last five years, yet what we find today in Delta State are virtually abandoned projects, kidnapping, stealing, and stories of what the Government intends to do, because there is nothing on ground to justify these huge financial sums.”

“Interestingly, states like Akwa Ibom, Rivers, Edo, and Cross River have done very well and have shown leadership and performance. A State such as Edo that receives far less than Delta has done far better than the rogue Uduaghan,” the petition says.

The complainants assert that the governor has done “absolutely NOTHING” with the vast sums he has received, outlining both the sources of the funds and the projects through which it claimed the funds are being drained.

“In our next expose, we shall reveal the names and identities of those he uses as fronts to ferry Deltans monies away,” they promise.

The petition was signed for MPROD by Ogbefi Alanza Moemeke (Delta Central); Comrade Ogheneovo Onoseme (Delta Central); Mr Brisbe Benifa (Delta South).

Full text of the petition:

MOVEMENT FOR THE PROTECTION OF THE RIGHTS OF DELTANS (MPROD)

RE: HOW UDUAGHAN IS MORTGAGING THE FUTURE OF DELTANS-Part-1

-DELTA STATE IN A DEBT TRAP OF N120 BILLION

- AFTER RECEIVING N1.5 TRILLION IN 5 YEARS, UDUAGHAN HAS NOTHING TO SHOW ON GROUND

-HOW UDUAGHAN SIPHONED ALL THESE FUNDS THROUGH FRONTS…

We are constrained as stakeholders to write this petition on behalf of the vast majority of Deltans whose future and children’s future have been mortgages by the fraudulent and rogue-Governor of Delta state, Dr Emmanuel Uduaghan. The startling and mind-bungling revelations from sources within the ministries of Economic planning, Budget and Finance, is that Uduaghan has received N1.5 trillion in the last five years, yet what we find today in Delta State are virtually abandoned project, kidnapping, stealing , and stories of what the Government intends to do because there is NOTHING on ground to justify this huge financial sums. Interestingly, States like Akwa Ibom , Rivers Edo, Cross River have done very well and have shown leadership and performance.

A State such as Edo that receives far less than Delta has done far better than the rogue Uduaghan. We are constrained to write to YOUR MEDIUM because we are confident that being a medium with the utmost integrity in the media industry in Nigeria and indeed Africa today that has not been compromised by Gov Uduaghan, YOUR MEDIUM will not fold its hand and watch the future of Deltans BEING MORTGAGED by Uduaghan who has stolen the resources of the State blind.

Here are short break-down:

1. 2007- 2012. ( TO DATE) Delta State has received N1.3 Trillion –

- FAAC monthly inflow of not less than N15billion………………

2. IGR(Internally Generated Revenue) in 4 years N100billion

3. funds from Debts

- Commercial Banks………………………….. N50billion

a. First Bank……………….N10billion

b. Zenith Bank………… Over N20billion

c. Others including ……Ecobank,….. Access Bank

……………. FCMB ……………N20billion.

4. CAPITAL MARKET (Delta State Bond) –N50billion

…. It is interesting and fraudulent on the part of Uduaghan that he secured this bond at an all interest of 15% per annum which by implication means that Deltans would be paying N15billion annually as an interest element.

GRAND TOTAL …………………. NI.5 Trillion.

This is what Gov Uduaghan has received in the last five years. So what has he done with all these fund? Nothing. Absolutely NOTHING. In our next expose, we shall reveal the names and identities of those he uses as fronts to ferry Deltans monies away. But for now here are some of the projects he uses as drain-pipes to siphon Deltans monies and mortgaging the future of Deltans:

1. Airport……….. N30BILLION. Over N30billion has been spent on this uncompleted project which is still gulping funds. As at the last release, N1billion was released to ULO and it was quickly diverted. This is in addition to the N7.5billion used to clear an imaginary hill which exposes Uduaghan as an unintelligent man who did no feasibility study before embarking on such a project.

2. proposed purchase of Helicopter……. N7.5billion

3. purchase of diesel to run Street lights……….

4. abandoned Road projects across the state…………

5. IPP Project at Oghara ( Abandoned after wasting over N30billion)
shocked shocked shocked shocked shocked

6. New Government House (Abandoned by ULO after sinking billions)

7. Drainage/ Roads (Abandoned …….)

8. Schools (On-going…….. while some have been abandoned)

9. Warri Industrial Business park ( Abandoned after sinking in over N1billion. And his mistress Helen who runs as front for him on the project claimed Uduaghan collected all the monies from her and left her with only N15m to do the job!)

10. Osubi airport Expansion ( Uduaghan wants to waste another N12billion as mobilization here now…….. after abandoning Asaba airport which has not been completed to specification)

CONCLUSION

Gov Uduaghan has been a monumental failure in five years. Now the chicken has come home to roast. Deltans have resolved to rise up, rescue the state and carry out a resolution akin to Arab Spring in Egypt and Libya where Tyrants and rogues stole their countries blind. Uduaghan’s Commissioners are all behind this resolution except TWO- Special Infrastructure and Transport –and in our next Expose, we shall explain why they both opted out of the Movement to Free Delta State and save Deltans from the hands of the rogue- Governor. As a movement on a rescue mission, our membership cuts across the three Senatorial Zones and all ethnic nationalities.

ASABA—AS the Delta State Government prepares to host the next South-south Economic Summit billed for April 26 to 28 in Asaba, the government has approved the contract for the demolition of hills around the Asaba Airport to allow for bigger aircraft to land.

The demolition of the hills became necessary so that “special and bigger” aircraft can start landing before the commencement of the South-south Economic Summit.

Commissioner for Economic Planning, Mr Kenneth Okpara, who briefed journalists on the outcome of the state Executive Council meeting, said the contract was initially awarded to one firm at N7.4 billion. shocked shocked shocked shocked shocked shocked shocked

He explained that though the contract amount was not reviewed, it had been awarded to three different contracting firms including ULO Consultants, Levante Construction Limited and CCC Construction Nigeria Limited.

Okpara said: “The President is coming to the summit and we want him to land here in Asaba and not in Benin. We have just ten days to put the airport in proper shape because that is one of the conditions given by Nigerian Airspace Management Agency, NAMA, for bigger aircraft to land.”

He assured that the new arrangement was “a matter of government being proactive to ensure that things move on properly,” noting that the new arrangement on the contract award would not have additional cost implication on the total cost of the airport construction.

Bola Tinubu’s “Alfa Beta” Earns N6billion Monthly from Lagos State Gov’t
.
.
Lagos state government has refused to make
available the details of the contracts they signed
with Bola Tinubu’s Tax firm Alfa Beta. This
company, according official records takes home
monthly, the sum of 6billion Naira from Lagos state
government’s coffer.
Relying on the Freedom of Information [FoI] act as
passed by the National Assembly - and requested
for the contract documents from the Lagos state
government but the state government responded
saying that the FoI act is only for federal records
and does not affect states.
For this reason, a group of concerned citizens of
Lagos turn the garnet to bring Bola Tinubu to court
– to declare open his contractual arrangement with
the government of Lagos State.

Bola Tinubu’s Looting Of Lagos exposed
.
.
SAN FRANCISCO based online news wire (THEWILL)
reports:- A contractor (name withheld) needed to
collect his payment for a contract he executed for the Lagos State Government. Having met a brick wall everywhere he went in the pursuit of his payment, his boon came up with a quick-fix. “Let’s go and see the ‘Lion of Bourdillon,’” he suggested to his contractor-friend.
The contractor and his friend eventually managed to arrange a meeting with the ‘Lion’ at his Bourdillon Road, Ikoyi residence in the wee hours of the day. And as the ‘Lion’ listened to the contractor as he narrated his story, it was apparent that he was tired as all he could do in response was to yawn as he dragged himself from his chair.
“Lagos is tired,” the ‘Lion’ muttered, walking towards his bedroom, adding, “Eko wants to rest,” without minding his guests.
The bewildered contractor and his friend were
confused as to what to do next as the ‘Lion’ banged
the door behind them and went off to sleep. Some
aides of the ‘Lion’ however advised the early-morning
visitors to come back later that day and preferably at midnight.

In comparing state governments to the federal government, i believe state governments are as corrupt, incompetent and visionless as the federal government - including lagos state. It has to do with how leaders are thrown up in Nigeria. The reason it is more apparent at the federal level is that the federal government is scrutinized more closely by the press, the people and the international community. Another factor is the national assembly is to some extent independent and is able to provide some checks on the president, but in the case of the state house of assemblies, they are mainly errand boys of the governor. Also tribalism plays a major factor in determining perceived performance, the president is vehemently supported and protected by his tribe while being criticised and attacked by other tribes. While the governor is usually protected and promoted by his tribe (especially in a homogeneous state.)

in the case of Fashola, supporters should provide us with the lagos state budget for the last few years, what is the percentage of capital to recurrent expenditure? How much is used for feeding the state house? What is the level of budget performance? Why did the state how of assembly carry out an assessment of previous budgets before approving this one? Theses are questions that are asked of the federal government but never asked of state governments.

Demdem: So these mad men have openend another thread grin grin na wa oooo

My brother, happy xmas and a prosperous new year wish for you and all Nairalanders.

As per the losers who start these sort of threads, I can only conclude they have serious issues that makes them always happy to be the 'enemy within'. We will all have our differences but how many visionary leaders and performers does Nigeria have for some Nigerians, in a show of treacherously malevolent hatred and dishonesty, to be turning against one of the brightest shining light in Nigeria?

This is why progress will come very slowly for us. No Nation, in my physical experience, comes close to Nigeria in relation to how a group of people are determined to be each other's greatest enemies and the biggest impediment to development everyone can enjoy merely because ethnicity is more important ,above calling a spade a spade, for some folks. There are those simply indoctrinated to hate Fashola , an undisputed and cherished achiever, because he is Yoruba while they celebrate and concoct sycophantic lies for a total zero and abject mediocrity, GEJ, because he is their 'brother'.

Fashola is not god or above reproach but it is simply unbelievable any Nigerian can start a thread like this. Therein lies the hopelessness of our situation and a vivid illustration of how many Nigerians are highly bigoted and prejudiced to the point they are 100% ready to cut their nose to spite their face via fighting and vacuously opposing others they are indoctrination to hate. Is it not ironic that a blindly sycophantic fan of GEJ, always seeking to defend all his actions and proclaim him a 'performer', is also the person seeking to discredit Fashola here?. Nigeria may indeed be cursed as Calloti insists.

I am highly disappointed at this point that the people who have set out to credit Fashola so much have not come up with pictures of completed projects apart from Computer aided designed pictures. shocked I must say honestly that I came into this thread looking to see pictures of marvellous works of Lagos state like in the case of Enugu state and some other states but I'm disappointed that all I read is deflections and defensiveness from people that seem to be propelling the ACN propaganda. This thread is called searching for FASHOLA'S Achievements in 6years angry and anyone that keeps bringing in other politicians or parties into this apart from the subject should be ashamed at his/her lack of comprehension undecided lipsrsealed

i read a complaint of an IMSU student, sayin d acceptance only is 70k, and dat d student re afraid hw much d school fees will be, pple should knw dat no one can satisfy human wants because dey re insatiable, as u re complainin abt him, some pple re praisin him
like yesterday i went 2 Itire side, all d streets in Itire is under construction, they ave even completed some of it, i saw it wit my eyes, my secondary school was reconstructed and it is nw a finished project, d vocational school where i learnt computer appreciation was Fashola's project, and we didn't pay a dime, and u dnt leave in all dis states u supported so how re u so sure they re better dan Fashola?

Sincere 9gerian: The opening of the thread, referenced below, triggered MASSIVE search for the achievements of Fashola, the 'performer', in the last 6yrs. The search began few days ago but so far nothing tangible has been found. Already tens of thousands of people have moved in groups, to the nooks and cranny, hoping that something tangible will be found soonest. On my part, I am leading a group of about 500 persons on this same issue. So far our efforts have not yielded fruit but we'r still searching and very hopeful (provided Fashola's achievement were not kidnapped recently).
Please where ever you are, join in the MASSIVE search for Fashola's much talked about achievement in Lagos. If you find any, pls let us know on this forum.
Time is running out!

Gbawe:

My friend, is it now a criminal offence to put the SEARCH LITE on Fashola the 'performer'? Is that not what we do to other politicians on NL? Is what is good for the gander no longer good for the goose?
Anyway, I'm back to the trenches, the SEARCH goes on....

How many of these has retardeen fulfilled?

Nevertheless, I intend to remind you of all the myriad of promises you made during your political campaign throughout the country. In my generosity, I have listed them for you here.

1. You Promised to rule for only one term (reference http://www.bbc.co.uk/news/world-africa-12339017)
As a man of your words or rather as you want to make us believe, PLEASE stick to this plan and pledge.
I sincerly hope we will not have political jobbers, groups like Youths Earnestly Ask for Jona, Dbanj, Lagbaja, Sunny Ade all singing for your second term bid? I sincerly hope also, you will not come out and openly deny you didnt make such promise or statements as you did about the zoning saga.

2. You promised a consitutional role for Traditional Rulers!!! I am short of words but Nigerians are waiting

3. On March 17th 2011, in Dutse the Jigawa statte capital, you promised:"If I win the election, within my four years in office, I will establish domestic airports in all the states without airports, WE ARE WAITING.

4. In Nasarawa, at the flagoff of your campaign you promised at least a university in every state including building specialist almajiri schools to shore up education in the North so as to eradicate illiteracy. The Almajiris are waiting o!

5. On February 8th in Ibadan, the day you called some people "rascals", you promised to create jobs and improve the power sector. The OYO people and indeed all Nigerians are waiting!!!

6. On Feb 9th, you were in Bauchi and you promised to intensify oil and gas exploration in the North-East as part of efforts to harness resources for economic development. Also you pledged to boost agriculture, power and water supply for wealth creation and revenue generation. Then you assured that projects such as the Mambilla hydro-electricity, Jada irrigation project and Kafin Zaki dam in Taraba, Adamawa and Bauchi would be pursued to boost agriculture and industrial development. Then you promised that your administration would establish two universities in the region.
The NORTH EAST PEOPLE ARE WAITING,

9. You landed in Portharcourt on Feb 12 where you made alot of promises, maybe to woo your Niger Delta people. Be that as it may, you announced that the NNPC, in partnership with the private sector, would establish a petrochemical plant in the Niger Delta (you didnt state where exactly). You promised the plant will create job opportunities for the Niger Delta youths. Then you went ahead to promise the implementation of Local Content Law and Petroleum Industry Bill. In case you cant remember when you made all these, cast your mind back to the stampede that claimed some lives (where your wife called them martyrs).

10. In Kaduna- You promised massive transformation of the agricultural sector through construction of large dams and distribution of one million metric tonnes of fertilisers for the 2011 farming season (The rains are here already, so fulfil your promises o)
You also pledged to establish Almajiri model schools to address the challenges of the Almajiris.

11. In Benue-You promised to revolutionise agriculture and establish industries in the country through a five-year plan (We need that Plan now so we can keep track, the five years have started counting already)

You also promised to complete the irrigation project in Otukpo. Then you promised that the second Niger Bridge and the Benue Bridge projects will be worked on in the next four years. I think its better to start now so by April 2015, we trust you would have completed it.

12. February 17th, you were in Plateau where you made shocked the entire country with amazing promises. First of all, you pledged to refocus on the solid mineral development of the state and make it one of the key revenue sources in Nigeria. The Plateau people are banking on you.
Mr President, You promised to build more dams and complete ongoing ones, so as to boost agricultural growth.

In addtion you promised to complete the Vom-Manchok-Jos road to boost economic links between Plateau and Kaduna states. Yoy left the state and the Plateau people have been happy ever since and now that you have won, they are waiting

13. Mr President on Feb 21, you were in Kogi. You promised among other things promised that the dredging of the River Niger and Lokoja-Abuja road dualisation would be completed very soon. THE KOGI PEOPLE AND INDEED NIGERIANS ARE HOPING AND WAITING

14. In Kwara State on Feb22, you pledged that the irrigation project in Shonga would be completed soon to boost the commercial farming activities of the New Nigeria Farmers in the area. Mr president, remember you also said the Jebba-Mokwa road and Jebba bridge would be given adequate attention to ease transportation in the area. Kwarians are waiting!

15. On February 24, Mr. President, you pledged to rehabilitate ALL ailing industries in Aba. I believe all Abians are hoping on you to provide the enabling environment to do their businesses, you must keep your promises,

16. Mr.President, on Feb 25th in Anamabra you said there is a plan to build a power station in the state, assuring that within the next four years your administration would construct and rehabilitate ALL federal roads leading to Anambra as well as the South East. You equally to provide potable water to the densely populated Onitsha and Nnewi cities and tackle erosion in the South-East. To tell you the truth, Mr. President, Anambrians are banking on you!

17. In Ebonyi state, you promised to dualise the Enugu-Abakaliki federal highway in addition to establishing a secretariat for ALL Federal government's agencies and parastatals in Ebonyi. Mr. president, The people of Ebonyi has never had it so good since the creation of their state. Now, you have promised them the good life. Please keeep to your words!

18. In Niger state, you promised the more power generation. Perhaps the most important aspect of your promises is that your government would map out a five-year strategic plan for road projects. (Please we are waiting for the Plan NOW!!!!)

19. On Feb 27, you were in Asaba, the Delta state capital, which happens to be my state. On that fateful sunday, you revealed that “The NNPC is developing a new programme that will absorb about 5,000 youths, ”, Mr. President, Deltans are delighted at this REVELATIONS. While that number is a far cry from the number of unemployed youths in the state, at all at all na winch (as we say in Warri), so Deltans are waiting.

20. On March 2nd, you were in Ondo where you pronmised that roads and other basic infrastructure across the states will be developed in four years. In addition you also promised the exploitation of the vast bitumen deposits in the state for national economic development and employment generation. The Ondo people are waiting. Your Four years have started already. You must start now.

21. On the same day, March 2nd, your campaigbn train was in Ekiti state. While there, you promised that more than N50 billion federal intervention projects were ongoing in the state. You can be rest assured that the Fayemi and indeed the entire Ekiti kete are waiting for you.

22. On March 9th, in Sokoto, you promised to rehabilitate the abandoned Shagari irrigation project as well as reviving the nation’s rail system and fight the menace of desertification in the country. Sokoto people have sufffered for too long. This is your time to redeem your pledge, Mr President. The clock is ticking!!!

23.The date was March 12th 2011 and you were in Ogun state.
Remember, the day you rode to Abeokuta through rail?

Yes, That was the day you promised an improved power supply before the end of the year through the Integrated Power Project (IPP) initiative.

You also pledged to build more refineries, encourage downstream activities, resuscitate rail transportation and create jobs. In case you have forgotten, that was the day that Gbenga Daniel (your South West campaign coordinator was booed by the Ogun people).

24.On March 14th, your campaign trained moved to Kebbi where you promised to establish a federal university next year (2012). You also promised to create jobs through science and technology, tackle environmental challenges and boost health care delivery.

25.Katsina, was your port of call on March 15 where you promised to enhance the living standard of Nigerians through implementation of people-oriented programmes that would provide citizens the necessary opportunities to realise their potentials.

In my opinion, this was just mere rhetorics as you did not make any concrete promises. or did you have the premonition, you will lose in Katsina? I might just be right.

26.In Kano, you pledged to resuscitate the nation’s power sector and encourage the development of small and medium scale enterprises in the country while ensuring justice, equity and fair play in the polity.

Mr.President, Space will not allow me to list the deluge of promises in Lagos, Osun, Borno, Cross River, Akwa Ibom, Enugu, Imo, Taraba, Jigawa, Edo, Bayelsa and Zamfara states. If you can accomplish all your promises in the next four years, then you will go down memory lane as the best President ever. Im all honesty, I wish you GoodLuck!!!

Time will tell!!!

Mr. Globe:
Op you will search forever. I just went through that thread and am surprised. With all the Fashola noise, one would have easily posted a picture of what he has done in seconds just like I can do for Akpabio, Chime, Rochas or Oshiomole. Am dumbfounded. I always said fashola is highly overrated thanks to the media, headquartered in Lagos, which were easily bought over and most importantly, Tinubu's media mechinery.

Now I gotta open a thread to ask announce the worst non performing southern governors in niggeria:

Fashola
Theodore orji
Peter Obi
Ekiti State
Aregbeshola
Hey stop there! Are you from which state to include Peter Obi on your list
