The average Nigerian is in Nigeria, most probably Lagos (the melting pot). Forget about all those living outside Nigeria, in this situation they can be conveniently considered as outliers.

Can 140 million people, who on the average are not fraudulent, allow a fraudulent government rule over them for (at least) eight years?

I always remember one evening at the NYSC camp in Lagos; OBJ was president then. A group of corpers (maybe 15) were having a discussion about Nigeria. All were complaining about the level of corruption in the system and gave ample anecdotes. Then the question was asked "how many of you will steal money enrich yourselves if you get into power/government?", to my horror, excluding two people, all the corpers responded in the affirmative! From my experience, I believe such a view is widespread in Nigeria - "Omo, if I enter that place, I go just chop clean mouth, I go collect my own share of the national cake".

I think a more appropriate question would be "why the average Nigerian is fraudulent?".
