For you to know the success of IGR, you must breakdown to know how much was spent on recurring debts & expenditure, and how much was spent on capital projects or infrastructure. That is why you see a state like Ogun generating what the Entire SE generated but no developments to show for it. bad roads, owed salaries, gratuity & pension...
