Gaza has a population of 1.5m, Nigeria has 150m, proportionally, Gaza's budget is the equivalent of Nigeria having a budget of $250bn! Even if you decide to remove the deficit of 50%, that will leave Gaza with spending that will be proportional to Nigeria spending $125bn.

In reality, civilian shelters are not money guzzling so the relatively rich Gaza administration can easily afford to build same if they truly wanted to. They can build such shelters away from their military installations.

Let's just consider where these 5 resolve to attack Israel. There is no way these 5 disparate nations can hatch a joint military invasion without intelligence leaks.
