Try Finland you just have learn Finnish so as to be able to have access to their free education

But
Estonia is the best to stay between the two, because cost of leaving is cool.

Some of my friends that stays in Finland do travel by Boat just 2hour for shopping and go back to Finland because are extremely cheap

Almost everything is subsidies.
