you are correct in your analysis, but a delta friend of mine usually speaks well of the uganda of a man, he boast of high quality roads the guy's administration have constructed round warri and other towns and I usually see him on tv performing comissioning ceremonies. So all na scam ba. Considering the fact that delta recieves more money than the okija shrine man's state, I want to agree that Uganda is top of the worst performing table now.
