If you leave the bill the way the executive sent it, some States will be left with nothing. This is more so under Buhari philosophy of 97% and 5 % economics

your assertion is absolutely wrong. when Nass create new budget heads by editing the budget then who does the vetting on that. the system is called'maker checker'. when someone makes another checks. this means you are saying that the NASS has both powers which simply violate the principle of separation of powers.
