An elderly gentleman from Kalamata, revealed that his biggest fear is not the coronavirus, but staying at home with his wife.

The ‘fearless’ man made the statements on a local channel in Kalamata, as the Greek government announced several measures to tackle the spread of the deadly virus, which includes the elderly staying at home and avoid going outdoors.

When he was approached on the street by a reporter why he had disregarded the measures, the Kalamata resident stated that he preferred to die outside from the coronavirus, as he had another ‘coronavirus’ at home, his wife, and did not want to die locked up.

ABUJA – THE Academic Staff Union of Universities, ASUU, has pleaded with the Federal Government to give them 18 months to develop their payment applications , the University Transparency and Accountability System, UTAS, as their preferred mode of payment.
ASUU had rejected the government introduced Integrated Payroll and Personel Information System, IPPIS, and even embarked on a two weeks warning strike over the refusal of government to pay those that did not enroll in the payment platform.

Vanguard reliably gathered that at the conciliatory meeting between the federal government and ASUU, at the Conference Hall of the Ministry of Labour and Employment, the union was asked to present its own template having rejected the IPPIS.
A source privy to the meeting told Vanguard that the union at that juncture pleaded with the government to give them 18 month grace to go and develop the UTAS.
According to the source, “ASUU pleaded that it should be given 18 months to develop the UTAS. The union explained that developing the payment application software would take six months, the alpha testing of the equipment will take three months, what it calls Beta will take six months and rounding off the system to take three months.
“But the Federal Government team led by the Minister of Labour and Employment, Senator Chris Ngige asked the union what will happen in the interim. He told them that as the government waits for the 18 months for the development of the UTAS, they should in the interim enrol in the IPPIS starting from the middle of March, while special arrangements will be made to pay February salaries of those who have not registered with IPPIS “
According to the source, the Tuesday’s meeting which lasted till late night was inconclusive
Recalled that the two parties had last week rescheduled the meeting to Tuesday, March 17, for them to agree on how the contentious IPPIS, which the federal government recently introduced for all workers within its payroll will be implementsalaryASUU, had rejected the IPPIS which the government has made compulsory for workers on its employment and the union declared a two-week warning strike over the government refusal to pay them because they did not join in the new payment platform.
The government said that the IPPIS was introduced to curb corruption and also to eliminate leakages within the system.
However, the Federal Government through the Minister of Labour and Employment, Senator Chris at the resumed meeting on Tuesday said that it has made proposals to the ASUU on how to amicably resolve the issues in dispute.
After the resumed negotiations that ended about 11pm, Tuesday, both sides agreed to adjourn negotiations to allow ASUU to take the proposals to its members and to respond to the federal government in writing on the issues raised.
Briefing journalists at the end of the prolonged meeting, the Minister of Labour and Employment, Senator Ngige, said the meeting discussed a wide range of issues, much more than anticipated.
According to him, “We discussed some of the issues in our 2019 meeting, those that were not fully addressed, and made new proposals on behalf of the federal government to ASUU.
“These issues range from funding for revitalization of universities to earned academic allowances, salary shortfall, that existed in only one university, that is the Federal University of Technology, Akure.
“The issue of state universities and the coordinating committee and the issue of their meetings and interaction with national economic council, payment of earned academic allowances which has been done, the issue of the issuance of operational certificate to National University Pension Commission ( NUPENCO) to lecturers pension scheme for lecturers.”
On how to get NUPENCO to become operational, Ngige said that government side has made proposals on how to put the board in place.
He also said that the issue of having visitation panels for the Universities has been sorted out and approvals given, adding that what remains was the gazetting of the membership of the various panels.
Also on the issue of dispute over IPPIS, he said that various options and solutions were cavanssed at the meeting and that government has made proposals to ASUU.
The Minister said that the ASUU team said it will take the proposals to their members and to respond in writing to federal government on or before weekend
Collaborating, the President of ASUU, Prof.Biodun Ogunyemi said the meeting made concrete progress.
It will be recalled that the Tuesday’s meeting was meant to reach agreement on how to integrate the two payment platforms, Integrated Personnel and Payroll System (IPPIS) and University Transparency and Accountability System (UTAS).
Speaking earlier in his opening remarks before going into technical session, Senator Ngige said that meeting was a reconciliatory one and as such both sides was expected to tune down their comments.
Ngige said that ASUU had earlier submitted its position paper on the issues in dispute on Monday.
Ngige who led the federal government team including the Minister of Finance, Zainab Ahmed, Minister of State for Labour and Employment, Mr. Festus Keyamo, Minister of State for Education, Hon. Emeka Nwajiuba, Accountant General of the Federation, Idris Ahmed and the acting Director of the Salary and Wages Commossion, Mr. Ekpo said the meeting will break into a closed technical session and will address journalists later after conclusion of talks.
However, ASUU president, Prof. Biodun Ogunyemi said the union will like to correct the impression that the negotiation is limited to just disagreement over IPPIS.
He accused the Federal Government of being responsible for the ongoing crisis which led to a nationwide strike.
The ASUU boss stated that the government’s directive to stop payment of salaries to university lecturers fueled the union’s resolve to down tools.

Today, I attended ASUU Congress in my university. Our leaders briefed us on the outcome of the meeting with Govt.
1) Government have agreed to accept UTAS in principle. ASUU was given 18 months to properly code the UTAS for proper utilization. In the meantime ASUU members will be paid from the old system with new minimum wage.
2) Earned academic allowances will be paid soon. Lecturers were told to compute EAA for 2018 and 2019 which will feature in the 2021 budget and streamlined into monthly salaries
3 ) we were told that technologists have lost their 30k hazard allawee. Our vice chancellor and principal officers lost 50 percent of their pay after they enrolled.

The Academic Staff Union of Universities (ASUU) says some of its members who defaulted and keyed into the implementation of the controversial Integrated Payroll and Personnel Information System (IPPIS) are now “regretting.”

The Union hinted that some Vice Chancellors earned N58,000, while some Professors collected paltry N55,000 as February salary from the IPPIS. The Coordinator of ASUU Lagos Zone, Prof Olusiji Sowande, disclosed this while addressing newsmen at Tai Solarin University of Education (TASUED), Ijagun, Ijebu-Ode in Ogun state.

Sowande, who was flanked by ASUU branch chairmen in the zone and officials, also alleged that the IPPIS has now been fraught with corruption, describing a $140million loan obtained by the Federal Government for the implementation of the IPPIS, as massive fraud.

He said the government took the $140million loan to procure software and train staff for implementing IPPIS in spite of the ASUU offer to provide a platform through University Transparency and Accountability Solution (UTAS).

According to him, the government’s indifference to the corruption in IPPIS is to centralise corruption with IPPIS and office of the Accountant General of the Federation (AGF) as the Headquarters.

The Coordinator added that the ASUU’s agitation and resistance of IPPIS has been vindicated following the position of the Senior Staff Association of Nigerian Universities (SSANU) and the Colleges of Education Academic Staff Union (COEASU), withdrawing their support for the IPPIS implementation.

Well, it is not true that majority of our members have registered or keyed into the IPPIS. What is true is that some of our members have actually keyed in and with the payment of this February salary, we can tell you the report. Imagine, a Professor getting N55,000 as salary from IPPIS? So that tells you that there are problems with IPPIS.

“Imagine a Vice Chancellor as we have heard, collecting N58,000 as his salary. So, there are a lot of problems in IPPIS. Yes, they keyed in and they have seen the repercussion. Even those who did not agree with us have now agreed that our suspicion and agitation is on the right path, quoting from what SSANU and COEASU have said.

“For those who have not been paid, we will not be intimidated. We will continue with the struggle, but we know that the government will pay us because we have worked for it”, he said.

The Coordinator who also alleged that the Federal Government has ulterior motive for implementing IPPIS, insisting that “we will resist this with last drop of our sweat and blood.”

On the ongoing warning strike, he said “Our union will not surrender to blackmail and intimidation from government and will not hesitate to embark on total, comprehensive and indefinite industrial action to wrestle the public universities from the clutches of prowling jackals in government.”

This is very bad.. A lot of non academic staffs of various universities who were employed during the December 2019. Who didn't get the chance to enroll into the IPPIS Program has been waiting for the IPPIS staffs to come to various universities so they can enroll into the scheme since January 2020.. But to know avail.. Only for IPPIS to start paying salaries without enrollment of the new staffs of various universities who has started work since December till date. And still there is no information on when they will come back to various universities to enroll the remaining staffs..

Even teaching hospitals have been holding interviews to recruit staffs due to IPPIS. The last time some of them advertized for vacancies was 20 years ago.

Some VC also have ghost workers that they use to drain resources. Since the issue of this IPPIS began, many universities have been recruiting staffs to balance the books.

Members of the Academic Union of Universities have reaffirmed their position on the full implementation of the 2009 Federal Government/ASUU agreement, insisting that they will not join the Integrated Payroll and Personnel Information System.

ASUU on Monday began a two-week strike to press the Federal Government to implement its 2009 agreement and resolution as well as excluding public university lecturers from the IPPIS.
Addressing journalists on Friday at the Bayero University, Kano secretariat, the Zonal ASUU Chairman, Prof Mahmoud Lawan, said ASUU would continue to remain resolute on the issue of IPPIS.

BUK was joined by other universities including the Ahmadu Bello University, Zaria, Kaduna State, during the news conference.

Lawan warned that any attempt by the government to dictate what happens in the university system would erode the autonomy of the universities by making them incapable of delivering on their mandate of teaching, research and community service.

He said the union had made it categorically clear that its members would continue to resist the violation of the Universities Miscellaneous Amendment Act through IPPIS, which is riddled with fraud as well as a constitutional drain on the scarce resources of the country.

Similarly, Lawan has dismissed as false the claim of the Federal Government that 55 per cent of its members were enrolled into the IPPIS.

He challenged the Federal Government to provide the accurate statistics of those who enrolled into the IPPIS, stressing that it was false.

Lawan said, ‘’The threat to stop the salaries of our members will not only make them more resolute but determined to fight this matter to a logical conclusion.

“Nigerians, especially the students, parents and other stakeholders should know who to blame as the situation becomes protracted.’’

He said the other demands of the union included the acceptance of ASUU’s ongoing innovation of a more robust system of human resource management and compensation, called the University Transparency and Accountability Solution.

Meanwhile, the Chairman, Academic Staff Union of Universities, Ladoke Akintola University of Technology, Dr Biodun Olaniran, has slammed the Minister of Labour and Employment, Chris Ngige, for declaring the union’s strike “illegal”.

Olaniran in a statement on Friday described Ngige as “a broken record”.

Meanwhile, the Calabar Zone of ASUU on Friday disclosed that Nigeria spends approximately N5bn annually to service the controversial IPPIS.

The Calabar Zonal Coordinator of ASUU and senior lecturer at the Department of Sociology, University of Uyo, Mr Aniekan Brown, said this at a media briefing in Uyo, Akwa Ibom State.

At the briefing, which had members drawn from the University of Calabar, Abia State University, Cross River State University, University of Uyo and other institutions in the zone, Brown said the IPPIS was being run by a private company in the United States.

He said Nigerians should do away with the mentality that everything that comes from abroad is better.

Let me shock Nigerians that the database of the IPPIS is not in this country. Those running the IPPIS are private company in the United States of Americans and by the laws of the United States any data that touches down on the soil of the US after 14 days can be declassified.

“And we are saying that Nigerians who are workers of the Federal Government should mortgage those details to be bound abroad and if anything happens there then nothing goes on here?

“An average of N5bn is being wasted every year to service IPPIS. If you look at the last budget, it ranges from N3bn to N10bn, so, you can average that at N5bn. Now how much could that amount do for a faculty of Computer Engineering today. Check the budgetary allocations and how much goes into servicing the IPPIS platform, then you will know how much Nigeria is wasting,” Brown said

He added “Nigeria is paying a whole lot to service that but in this country we have several departments of Computer science and computer Engineering. We have those who could develop software.

“But my take is if government has invested let’s say one billion naira on the collection of the department of Computer science or Computer Engineering to generate the software and then the patency to export that to the rest of the world could have been better for us but this neo-colonial arrangement of getting to think that anything that come abroad is better whereas this one does not suit the realities of our operations here the unions take is that Nigeria should beat a retreat.”

He insisted that IPPIS was corruption compliant, adding that the university system has come up with an alternative system known as the University Transparency and Accountability Solution because of its peculiarities.
