University autonomy is a global practice associated with universities all over the world and it has four main dimensions
namely: academic, organisational, financial and staff autonomy.

Academic autonomy simply means the university’s capacity to manage its internal academic affairs independently. Such academic issues include students’ admissions, academic content, quality assurance and the introduction of new degree programmes.

Organisational autonomy has to do with the university’s ability to decide freely on issues like decision-making bodies, executive leadership, legal entities and internal academic structures.

Financial autonomy is all about the university’s ability to decide freely on internal financial matters like managing its funds independently and setting its strategic aims.

All these must be added the fact that university autonomy gives absolute powers to a body called the university governing council. This body is officially recognised by the laws establishing universities in Nigeria. It is this body that is saddled with the responsibility for the control and management of university funds, employment and promotion of staff. All edicts and statues establishing universities and the nation’s constitution give full powers to the governing councils as the supreme body concerned with the day-to-day operation of the university. In the profoundest sense, university autonomy means that all powers academic, managerial and financial are vested in the governing council. All the agreements signed between the Federal Government and the Academic Staff Union of Universities since 1992 have shown abundantly that Nigerian universities should be allowed to operate in compliance with their enabling laws, statues, rules and regulations.

ASUU is just a Union in the university and I don't know why you're tagging ASUU with corruption. ASUU doesn't support corruption and will never do.

I dont take drug and I didnt take any drug. I dont have malaria or pelvic injuries . I did sickle cell test yesterday it was negative .
It never happened to me before till when I woke up on Monday morning .
I did various test all were ok I even did blood gas on my penis all were ok .
I only have history of high blood pressure but am on blood pressure tablets .my blood pressure as at today is 143/78.
No history of Leukemia no history of sickle cell disease I did sickle sell blood test yesterday to rule out sickle cell disease and was negative

President Muhammadu Buhari is holding a meeting with the leadership of Academic Staff Union of University (ASUU).

The meeting is expected to focus on the Integrated Payroll and Personnel Information System (IPPIS).

ASUU has kicked against its inclusion on IPPIS which is a directive from President Buhari.
While some universities have complied with the directive, some have not done so because of the position taken by ASUU.

The president has directed that all ministries, departments, agencies of government, including staff of the Police, the Armed Forces and educational institutions must be included in the IPPIS.

The Nigerian Immigration Service (NIS) has commenced moves to recover the excess minimum wage arrears paid to some of its operatives through the Integrated Personnel Payroll Information System (IPPIS).

The Federal Government had last week paid the minimum wage arrears with the December 2019 salary and IPPIS drew the attention of the Immigration management to the erroneous double payment of the arrears to some NIS personnel.

Consequently, the IPPIS directed the Service to recover the excess arrears from the affected personnel and return same to the treasury.

In a circular dated January 2, 2020, and issued by the Service Deputy Comptroller General (Finance and Accounts), N.E. Graham, the Immigration said it would deduct the overpaid arrears from the salaries of the concerned personnel.

The circular read: “I am directed to inform all officers and men that the Federal Government has paid the arrears of the new minimum wage. The arrears were paid together with the December 2019 salary. However, Integrated Personnel Payroll Information System (IPPIS) has notified the Service that the minimum wage arrears were erroneously paid twice to some personnel of the Service.

Consequent on the above, the beneficiaries of the said arrears are to expect the deduction of the overpaid arrears from their salary soon, as the IPPIS office has indicated that the payment will be recovered in full.

“Please bring the content of this circular to the attention of all those concerned.”

The IPPSIS was introduced by the present administration to improve the effectiveness and efficiency of payroll administration for its Ministries, Departments and Agencies (MDAs).

It commenced operation in 2007 and currently over 400 MDAs are captured in the platform.

It is directly responsible for payment of salaries and wages directly to the bank accounts of federal government employees.

However, the Academic Union of Universities (ASUU) has rejected the IPPIS, saying it is a scam and threat to national security.
